PGSF WMVD Storm and Combined Sewer - Construction Package 2 Erosion and Sedimentation Control
Project No. 180162 31 25 00 - 12

J. At end of each work day, stabilize or cover soil stockpiles or implement other BMPs to
prevent discharges to surface waters or conveyance systems leading to surface waters.
K. Temporarily stabilize soils at end of shift before holidays and weekends, if needed.
Ensure soils are stable during rain events at all times of year.
L. Initiate stabilization by no later than end of next work day after construction work in an
area has stopped permanently or temporarily.
M. Provide permanent erosion control measures on all exposed areas. Do not remove
temporary sediment control practices until permanent vegetation or other cover of
exposed areas is established. However, do remove all temporary erosion control
measures as exposed areas become stabilized, unless doing so conflicts with local
requirements. Properly dispose of construction materials and waste, including sediment
retained by temporary BMPs.
3.02 SEQUENCING AND SCHEDULING
A. Submit a TESC Plan for each phase of construction or whenever significant modifications
are made to the current TESC Plan or its implementation.
1. Contractor shall revise the TESC Plan and its implementation as needed or when
requested by the Owner’s Representative based on the actual construction methods,
procedures, and observed performances of the provided measures.
B. Establish measures identified for implementation prior to commencing any clearing,
grading, excavation, or other work that will disturb the ground surface. Surface water
drainage and erosion and sediment control devices must be provided before other work
commences.
C. Perform periodic inspections as required by the TESC Plan.
1. The frequency will depend on the time of the year and the construction activities
underway at any given time.
2. Unless otherwise required, each TESC measure shall be inspected daily and
immediately after each rainfall event greater than 0.1 inch of rainfall in 24 hours.
3. Prepare TESC Inspection Reports for each inspection and include the report in the
TESC file and Site Log Book.
4. Submit a record copy of each report to the Owner’s Representative daily.
5. Preparing and maintaining an TESC file and Site Log Book.
D. Maintain TESC measures for the duration of the contract and/or until restoration of
surfaces and ground cover is established to prevent erosion and sedimentation and to
ensure stormwater, groundwater and surface flows will be conveyed and controlled in
accordance with applicable regulations.
E. TESC measures shall be installed, maintained, and removed as indicated in the most
recent revision of the approved TESC Plan.
1. Any maintenance of facilities which might necessitate unavoidable interruption of
operation shall be scheduled during noncritical water quality periods and carried out
in a manner approved by the Owner’s Representative.
