ASPECT CONSULTING <br />PROJECT NO. AS190583A-08 MAY 21, 2025 FINAL 11 <br /> <br />(NAVD88) (20 feet above mean lower low water [MLLW]2) along the eastern boundary <br />to approximately 15 feet NAVD88 (17 feet MLLW) on the western boundary, with a few <br />feet of variation across the area. <br />Following completion of the third IA, the site within the Port’s property will be paved and <br />graded to direct stormwater to the new stormwater filtration systems. <br />2.4.2 Climate <br />The climate of the Everett area is maritime, characterized by cool summers and mild <br />winters influenced by ocean air. The average annual minimum temperature is 42.6 degrees <br />Fahrenheit, and the average maximum temperature is 59.1 degrees Fahrenheit (Western <br />Regional Climate Center, 2012). The average annual precipitation in Everett is <br />36.7 inches, with greater than 4 inches of precipitation per month from November through <br />January. <br />2.4.3 Ecological Setting <br />The information regarding the Upland Area’s ecological setting presented in this section <br />was obtained from the Habitat Assessment for the Kimberly-Clark Everett Mill Site <br />Demolition Project, which was prepared prior to mill demolition (Anchor QEA, 2012). <br />The western boundary of the Upland Area is adjacent to the marine environment of the <br />East Waterway in Port Gardner Bay of Possession Sound, which is mapped by the U.S. <br />Fish and Wildlife Service as E1UB (Estuarine Subtidal Unconsolidated Bottom) habitat. <br />The Upland Area shoreline is a bulkhead comprised mostly of riprap, chunks of concrete, <br />and large rock material, with some wood bulkhead located on the north end. Wetlands, <br />streams, or drainage channels are not present within the Upland Area. <br />Upland vegetation is limited to a narrow strip of grass, trees, and shrubs associated with a <br />former walking trail inland of the bulkhead shoreline. Plant species include western red <br />cedar and the nonnative species Himalayan blackberry and butterfly bush. Wildlife species <br />on the Site include bird species common in urban areas of Snohomish County: crows, <br />house sparrows, black-capped chickadees, terns, gull species, and a nesting pair of <br />ospreys. No amphibian, reptile, or mammal species, tracks, or signs were observed in a <br />Site reconnaissance by Anchor QEA. Terrestrial wildlife species including rabbits, nutria, <br />and coyotes are occasionally observed on the Site. <br />The adjacent East Waterway offshore of the Upland Area is identified as Dungeness crab <br />priority habitat. Areas in Port Gardner Bay are also identified by the City of Everett and <br />the Washington Department of Fish and Wildlife (WDFW) as haul-out areas for California <br />sea lions and harbor seals, regular large concentrations of waterfowl (e.g., ducks, herons, <br />gulls, and terns), and intertidal hard-shell clam areas. Harbor seals are also commonly <br />observed on log booms located near the shoreline of the Upland Area. <br />No Endangered Species Act-listed animal species are known to occur within the Upland <br />Area.
