2026 Pavement Maintenance Overlay Special Provisions <br />PW# 3860 SP - 57 March 5, 2026 <br />1 Equipment shall not operate on tacked surfaces until the tack has broken and cured. If the <br />2 Contractors operation damages the tack coat it shall be repaired prior to placement of the <br />3 HMA. <br />4 <br />5 The tack coat shall be CSS-1, or CSS-1h emulsified asphalt. The CSS-1 and CSS-1h <br />6 emulsified asphalt may be diluted once with water at a rate not to exceed one-part water <br />7 to one-part emulsified asphalt. The tack coat shall have sufficient temperature such that it <br />8 may be applied uniformly at the specified rate of application and shall not exceed the <br />9 maximum temperature recommended by the emulsified asphalt manufacturer. PG grade <br />10 asphalt or non-tracking tack formulas may be used upon approval of the Engineer. <br />11 <br />12 5-04.3(4)A Crack Sealing <br />13 When the Proposal includes a pay item for crack sealing, seal cracks in accordance with <br />14 Section 5-03. <br />15 <br />16 5-04.3(4)B Vacant <br />17 <br />18 5-04.3(4)C Pavement Repair <br />19 The Contractor shall excavate pavement repair areas and shall backfill these with HMA in <br />20 accordance with the details shown in the Plans and as marked in the field. The Contractor <br />21 shall conduct the excavation operations in a manner that will protect the pavement that is <br />22 to remain. Pavement not designated to be removed that is damaged as a result of the <br />23 Contractors operations shall be repaired by the Contractor to the satisfaction of the <br />24 Engineer at no cost to the Contracting Agency. The Contractor shall excavate only within <br />25 one lane at a time unless approved otherwise by the Engineer. The Contractor shall not <br />26 excavate more area than can be completely finished during the same shift, unless <br />27 approved by the Engineer. <br />28 <br />29 Unless otherwise shown in the Plans or determined by the Engineer, excavate to a depth <br />30 of 1.0 feet. The Engineer will make the final determination of the excavation depth <br />31 required. The minimum width of any pavement repair area shall be 40 inches unless <br />32 shown otherwise in the Plans. Before any excavation, the existing pavement shall be <br />33 sawcut or shall be removed by a pavement grinder. Excavated materials will become the <br />34 property of the Contractor and shall be disposed of in a Contractor-provided site off the <br />35 Right of Way or used in accordance with Sections 2-02.3(3) or 9-03.21. <br />36 <br />37 Asphalt for tack coat shall be required as specified in Section 5-04.3(4). A heavy <br />38 application of tack coat shall be applied to all surfaces of existing pavement in the <br />39 pavement repair area. <br />40 <br />41 Placement of the HMA backfill shall be accomplished in lifts not to exceed 0.35-foot <br />42 compacted depth. Lifts that exceed 0.35-foot of compacted depth may be accomplished <br />43 with the approval of the Engineer. Each lift shall be thoroughly compacted by a <br />44 mechanical tamper or a roller. <br />45 <br />46 5-04.3(5) Producing/Stockpiling Aggregates and RAP <br />47 Aggregates and RAP shall be stockpiled according to the requirements of Section 3-02. <br />48 Sufficient storage space shall be provided for each size of aggregate and RAP.
