2026 Pavement Maintenance Overlay Special Provisions <br />PW# 3860 SP - 69 March 5, 2026 <br />1 When deviations in excess of the above tolerances are found that result from a high place <br />2 in the HMA, the pavement surface shall be corrected by one of the following methods: <br />3 <br />4 1. Removal of material from high places by grinding with an approved grinding <br />5 machine, or <br />6 <br />7 2. Removal and replacement of the wearing course of HMA, or <br />8 <br />9 3. By other method approved by the Engineer. <br />10 <br />11 Correction of defects shall be carried out until there are no deviations anywhere greater <br />12 than the allowable tolerances. <br />13 <br />14 Deviations in excess of the above tolerances that result from a low place in the HMA and <br />15 deviations resulting from a high place where corrective action, in the opinion of the <br />16 Engineer, will not produce satisfactory results will be accepted with a price adjustment. <br />17 The Engineer shall deduct from monies due or that may become due to the Contractor the <br />18 sum of $1500.00 for each and every section of single traffic lane 100 feet in length in <br />19 which any excessive deviations described above are found. <br />20 <br />21 When utility appurtenances such as manhole covers and valve boxes are located in the <br />22 traveled way, the utility appurtenances shall be adjusted to the finished grade prior to <br />23 paving. This requirement may be waived when requested by the Contractor, at the <br />24 discretion of the Engineer or when the adjustment details provided in the project plan or <br />25 specifications call for utility appurtenance adjustments after the completion of paving. <br />26 <br />27 Utility appurtenance adjustment discussions will be included in the Pre-Paving and Pre- <br />28 Planing Briefing (5-04.3(14)B3). Submit a written request to waive this requirement to the <br />29 Engineer prior to the start of paving. <br />30 <br />31 5-04.3(14) Planing (Milling) Bituminous Pavement <br />32 *** <br />33 The Contractor shall call for locates before planing any HMA pavement. Any induction <br />34 loop vehicle detectors which are within the planing area shall be discussed with the <br />35 inspector prior to planing to see if the planing limits can be modified to save the loops. <br />36 Any loops which are damaged in the planing process shall be replaced prior to the final <br />37 overlay. The electrical subcontractor shall be on-call and the loops shall be replaced <br />38 within 5 working days of the planing operation and paved within 3 working days of the <br />39 loop installation. See Section 8-20 of the Specifications for details on loop installation and <br />40 payment. <br />41 *** <br />42 The planing plan must be approved by the Engineer and a pre-planing meeting must be <br />43 held prior to the start of any planing. See Section 5-04.3(14)B2 for information on planing <br />44 submittals. <br />45
