2026 Pavement Maintenance Overlay Special Provisions <br />PW# 3860 SP - 71 March 5, 2026 <br />1 <br />2 *** <br />3 Immediately after grinding, the Contractor shall construct an asphalt transition (temporary <br />4 paper joints or ramps), on all traveled ways, wheel chair ramps, and exposed manholes, <br />5 inlets, catch basins, monuments, valve boxes, and other structures on the street, <br />6 regardless of depth in grinding. Asphalt transition must be removed prior to overlay. Cast <br />7 iron structures left higher than 2 must be removed and steel plates installed to protect the <br />8 opening and provide a suitable driving surface. <br />9 <br />10 Sweeping of roadway surface shall immediately follow all grinding. Sweeping of roadway <br />11 surface is required prior to tack placement and paving. <br />12 <br />13 The road shall be overlayed within 3 working days after planing operation for streets <br />14 without loops. On streets where loops will be replaced, the overlay shall be completed <br />15 within 8 working days after planing operation. <br />16 <br />17 Sweepers following the grinding work will not be paid separately, and is included in the <br />18 bid item Planing Bituminous Pavement (2 Deep), per square yard. <br />19 <br />20 For mainline planing operations, the equipment shall have automatic controls, with <br />21 sensors for either or both sides of the equipment. The controls shall be capable of <br />22 sensing the proper grade from an outside reference line, or a mat-referencing device. <br />23 The automatic controls shall also be capable of maintaining the desired transverse slope. <br />24 The transverse slope controller shall be capable of maintaining the mandrel at the desired <br />25 slope (expressed as a percentage) within plus or minus 0.1 percent. <br />26 <br />27 Pre-level course is not anticipated on any of the selected streets. If, however, after <br />28 plaining operations, drivability issues cannot be resolved with 2 overlay, pre-level will be <br />29 required as directed and paid for by HMA Class 1/2 PG 64-22, per ton. Contractor is <br />30 strongly encouraged to bid the work to cover their cost of pre-level operations. <br />31 *** <br />32 <br />33 5-04.3(14)B Paving and Planing Under Traffic <br />34 <br />35 5-04.3(14)B1 General <br />36 In addition, the requirements of Section 1-07.23 and the traffic controls required in Section <br />37 1-10, and unless the Contract specifies otherwise or the Engineer approves, the <br />38 Contractor must comply with the following: <br />39 <br />40 1. Intersections: <br />41 <br />42 a. Keep intersections open to traffic at all times, except when paving or planing <br />43 operations through an intersection requires closure. Such closure must be kept to <br />44 the minimum time required to place and compact the HMA mixture, or plane as <br />45 appropriate. For paving, schedule such closure to individual lanes or portions <br />46 thereof that allows the traffic volumes and schedule of traffic volumes required in <br />47 the approved traffic control plan. Schedule work so that adjacent intersections are <br />48 not impacted at the same time and comply with the traffic control restrictions <br />49 required by the Traffic Engineer.
