Article 62 Rescission of Agreement Articles Pursuant to State of Illinois, et al. v. <br />FEMA, et al. <br />In accordance with the U.S. District Court for the District of Rhode Island's Order <br />in State of Illinois, et al. v. FEMA, et al., No. 25-206 (D. R.I.), dated October 14, <br />2025, and FEMA Information Bulletin No. 538, the following terms and conditions <br />are rescinded under this award: 1. Paragraph C.IX (Communication and <br />Cooperation with the Department of Homeland Security and Immigration Officials) <br />of the DHS Standard Terms and Conditions. 2. Paragraph C.XVII(2)(a)(iii) (Anti - <br />Discrimination Grant Award Certification regarding immigration) of the DHS <br />Standard Terms and Conditions. 3. The "Communication and Cooperation with the <br />Department of Homeland Security and Immigration Officials" Agreement Article. 4. <br />Paragraph (2)(a)(iii) of the Agreement Article titled "Anti -Discrimination". 5. The <br />"Compliance with Federal Immigration Law" Agreement Article. 6. The "Impact of <br />State of Illinois v. FEMA Injunction" Agreement Article. 7. The "Impact of San <br />Francisco v. Trump Preliminary Injunction" Agreement Article. <br />Article 63 Amended Period of Performance and Budget Period Pursuant to State of <br />Illinois, et al. v. Kristi Noem, et al. (D.RI) and State of Michigan et al. v. Kristi <br />Noem et al. (D.OR). <br />Pursuant to the Permanent Injunction Order issued by the U.S. District Court for the <br />District of Rhode Island in State of Illinois, et al. v. Kristi Noem, et al., No.1:25-cv- <br />00495, dated December 22, 2025 and the Permanent Injunction Order issued by <br />the U.S. District Court for the District of Oregon in State of Michigan, et al. v. Kristi <br />Noem et al., No 6:25-cv-02053-AP, dated December 23, 2025, the Agreement <br />Article titled "Period of Performance and Budget Period" of your award package is <br />rescinded. The new Period of Performance and Budget Period for this award is <br />October 1, 2024 to September 30, 2027. <br />Article 64 Rescission of Funding Hold: Verification of State's Population Pursuant to <br />State of Illinois, et al. v. Kristi Noem, et al. (D.RI) and State of Michigan et <br />al. v. Kristi Noem et al. (D.OR). <br />Pursuant to the Permanent Injunction Order issued by the U.S. District Court for the <br />District of Rhode Island in State of Illinois, et al. v. Kristi Noem, et al., No.1:25-cv- <br />00495, dated December 22, 2025 and the Permanent Injunction Order issued by <br />the U.S. District Court for the District of Oregon in State of Michigan, et al. v.
