Preliminary Scope of Work and Estimated Costs <br />Everett Multi-Purpose Stadium <br />DRAFT <br />Discipline Task Description Scope of work Estimated Cost Assumptions/Limitations <br />500 Additional Geotechnical Services <br />Includes conducting focused geotechnical evaluation on Parcels 26-27, Building F, and Building A footprints <br />including advancement of 6 borings to 15 to 25 feet below ground surface (see attached plan for boring locations); <br />final design consultation and plan and specification review; and updating the geotechnical report. <br />$40,000 -- <br />$40,000 <br />100 Phase I Envronmental Site <br />Assessment (ESA)Includes completing the Phase I ESA for the parcels to be acqired.--Budget has already been approved for this task. <br />600 Project Planning <br />Includes the following project planning services that were previously completed at the request of Bayley: review of <br />available technical and historical documents, coordination with the project team, and development and <br />refinement of the scope of work and associated cost estimates for the geotechnical and environmental <br />investigations. <br />$19,900 -- <br />2400 Meetings and Communications <br />Includes coordination and communication with Bayley, the City of Everett, and other members of the project team. <br />The budget for this task assumes two members of GeoEngineers attending up to five meetings, each lasting up to 1 <br />hour. <br />$3,300 -- <br />2500 Phase II Environmental Site <br />Assessment (ESA ) Scoping <br />Includes identifying and planning the scope of work and developing associated investigation cost estimates for <br />conducting Phase II ESAs for the parcels identified for redevelopment as part of the EOMS Project. $5,500 -- <br />2600 Phase II ESA <br />Includes conducting field work (i.e., advancing borings and collecting soil and groundwater samples), laboratory <br />analysis, data interpretation and reporting to evaluate the potential presence of hazardous chemicals in soil and <br />groundwater at the parcels within the project area. <br />$150,000 <br />Assumes that field work will be performed after buildings have been <br />demolished. Estimated costs are preliminary and may be refined based on the <br />results of the Phase I ESA. <br />2700 Contaminated Materials <br />Management Planning <br />Includes conducting additional field work to further characterize the nature and extent of impacted soil and groundwater <br />within the project area, coordinating with Bayley and the design team to develop a strategy for managing impacted soil and <br />groundwater during redevelopment activities, and preparing a Contaminated Media Management Plan (CMMP)to guide <br />contractors during excavation and construction. <br />$80,000 <br />Estimated costs are preliminary and may be refined based on the results of <br />the Phase II ESA and civil design. Does not include costs for excavation, <br />transport, and disposal of impacted soil or addressing other environmental <br />conditions (e.g, underground storage tanks, UICs, wells, etc.). <br />2800 Environmental Construction <br />Oversight Includes onsite support to manage impacted soil and groundwater during construction activities $110,000 Estimated cost is preliminary and may be refined based on the findings from <br />task 2700. <br />2900 Contaminated Materials <br />Management Reporting <br />Includes preparing a report describing the handling, management, and disposal of impacted soil and groundwater during <br />excavation and construction. $20,000 Estimated cost is preliminary and may be refined based on the findings from <br />tasks 2700 and 2800. <br />3000 Regulatory Agency Coordination Includes initial coordination with the Department of Ecology for excavation at parcels that are registered cleanup "Sites".$10,000 Estimated cost is preliminary and may be refined based on City of Everett's <br />strategy for management of environmental risk. <br />3100 Remedial Investigation (RI)Includes conducting additional environmental investigation activities as necessary to satisfy Ecology requirements for <br />evaluating the nature and extent of contamination at the parcels that are registered cleanup "Sites". $100,000 <br />Estimated cost is preliminary and may be refined based on City of Everett's <br />strategy for management of environmental risk and environmental conditions <br />at the Sites. <br />3200 Prepare a RI/Feasibility <br />Study/Draft Cleanup Action Plan <br />Includes preparing a report describing the results of RI, presenting an evaluation of feasible alternatives to address impacted <br />soil and groundwater, and describing a proposed approach for addressing impacted soil and groundwater at the registered <br />cleanup "Sites" <br />$80,000 <br />Estimated cost is preliminary and may be refined based on City of Everett's <br />strategy for management of environmental risk and environmental conditions <br />at the Sites. <br />3300 Cleanup Action Includes implementation of a Cleanup Action consistent with the Ecology-approved Cleanup Action Plan.To be Determined Estimated costs will be determined based on the findings from task 3100. <br />$388,700 Estimated cost is preliminary and does not include task 2800. <br />$190,000 Estimated cost is preliminary and Does not include task 3300. <br />Geotechnical <br />Geotechnical Estimated Cost <br />Environmental Preliminary Estimated Cost for Tasks 600 through 2900 except task 2800 <br />Environmental Preliminary Estimated Cost for Tasks 3000 through 3200 <br />Environmental <br />February 13, 2026 <br />Progressive Design-Build Contract for Everett Outdoor Event Center <br />Exhibit to Amendment No. 1 - Phase 1B Work and Fee Proposal
