Exhibit A (Scope of Work) <br />SCOPE OF WORK <br />DETAILED SCOPE OF SERVICES <br />1.0 PROJECT INFORMATION <br />We understand that the Client is requesting an asbestos and lead survey prior to future <br />demolition of the lab and trailer buildings (project area) at the above referenced address <br />located in Everett, Washington (see attached Project Area Figure). The survey is limited <br />to accessible areas of the interior, exterior, and roofs of the buildings and does not <br />include equipment or supplies that are not part of the building systems. <br />Terracon also understands that the intent of the survey is to assist the Client with <br />communicating the presence of lead-containing paint and the presence, location, and <br />quantity of asbestos-containing material (ACM) to employees, vendors, and contractors <br />working in the buildings and to meet the requirements for an asbestos survey for the <br />Puget Sound Clean Air Agency (PSCAA) and a good faith inspection as required by <br />Washington State Department of Labor and Industries' Division of Occupational Safety <br />and Health <br />(DOSH) regulations prior to demolition. <br />2.0 SCOPE OF SERVICES <br />2.1 Asbestos Survey <br />Pursuant to the Client's request, Terracon will perform an asbestos survey of the <br />structure identified herein. Terracon anticipates collecting up to 55 samples for this <br />project. If additional samples are collected, Terracon will contact the Client for <br />authorization prior to incurring additional project costs. If authorized, additional samples <br />will be billed at $25.00 per sample, based on a 5-Day turnaround time (TAT). <br />The samples will be submitted and analyzed for asbestos content by polarized light <br />microscopy (PLM) by a laboratory accredited by the National Voluntary Laboratory <br />Accreditation Program (NVLAP) on a 5-Day TAT. Terracon may also collect quality <br />control asbestos bulk samples that will be submitted to an independent laboratory for <br />analysis. Some materials that are found to contain two percent or less than one percent <br />asbestos may be considered for further analysis by PLM point count analysis ( 400 <br />points) per regulatory requirements. Terracon will review the laboratory results and <br />recommend PLM point count analysis, as appropriate. Fees for additional point count <br />analysis have not been included in this estimate. If additional point count analysis is <br />recommended, Terracon will contact the Client for authorization of additional fees. <br />The asbestos survey will be performed by Asbestos Hazard Emergency Response Act <br />(AHERA)-accredited asbestos building inspectors as required by 40 Code of Federal <br />Regulations (CFR) Part 61, National Emissions Standards for Hazardous Air Pollutants <br />(NESHAP). Terracon will conduct a visual assessment of the project area to identify <br />materials suspected of containing asbestos (suspect ACM) such as thermal system <br />insulation, surfacing materials, and miscellaneous materials ( e.g., built up roofing, <br />sealants).
