ORDINANCE Page 2 of 12 <br />6. Action HO-6 Implement a mobile home park zoning overlay. <br />E. The Planning Commission reviewed the amendments contained in this resolution, during briefings <br />and discussions on August 19, 2025, January 16, 2026, and February 17, 2026, and March 17,2026, <br />and a public hearing on March 17, 2026; and <br />F. The Planning Commission recommends, via Planning Commission Resolution 26-01, approval of <br />the amendments contained in this ordinance, finding that the proposed amendments are <br />consistent with the Everett comprehensive plan, bear a substantial relation to public health, <br />safety and welfare, and promote the best long-term interests of the Everett community; and <br />G. The provisions of the State Environmental Policy Act, completed an environmental checklist, and <br />issued a Determination of Non-Significance on March 3, 2026; and <br />H. Notice of the proposed amendments to the comprehensive plan was sent to the Washington State <br />Department of Commerce on March 3, 2026 and a letter of receipt was received the same day; <br />and <br />I. The City Council considered the factors in EMC 15.03.400 in reviewing the proposed <br />comprehensive plan policy amendments in this ordinance; and <br />J. The City Council finds that the proposed amendments to the city’s development regulations <br />(unified development code) contained in this ordinance are consistent with the Everett <br />comprehensive plan, bears a substantial relation to public health, safety and welfare, and <br />promotes the best long-term interests of the Everett community. <br />K. The code amendments meet the applicable criteria in EMC 15.03.300(C)(4): <br />1. The public health, safety and welfare will be provided for by these unified development <br />code amendments; and <br />2. The proposed amendment bears a substantial relation to public health, safety or welfare; <br />and <br />3. The proposed amendments promote the best long-term interest of the Everett <br />community. <br />B. On______________, 2026, the Everett City Council held a public hearing, after proper notice, and <br />considered public comment and the entire record related to the code amendment contained in <br />this ordinance. <br />NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br />Section 1. EMC 15.02.080 is hereby amended as follows, with strikeout text deleted and underlined text <br />added: <br />15.02.080 REVIEW PROCESS III: HEARING EXAMINER REVIEW. <br />A. Description.
