Exhibit B <br />ORDINANCE Exhibit A - Page 29 of 66 <br />19.37.220 GEOLOGICALLY HAZARDOUS AREAS – CRITICAL AREA REPORT ADDITIONAL <br />REQUIREMENTS <br />A. Minimum Standards for Geological Assessments. A geological assessment is a site investigation <br />process to evaluate the on-site geology affecting a subject property and contiguous properties and the <br />extent to which geological factors may be impacted by the proposed development activity. In addition <br />to the general critical area report requirements in EMC 19.37.100 and EMC 19.37.120, the following <br />additional report requirements apply when assessing geologically hazardous areas. <br />1. A field investigation and geological assessment shall be prepared, stamped, and signed by a <br />qualified professional to evaluate whether or not an active geological hazard area exists within <br />two hundred feet of the site. <br />a. The geological assessment shall be submitted in the form of a Geological Assessment <br />Letter when the qualified professional finds that no active geological hazard area exists <br />on or within two hundred feet of the site. The Geological Assessment Letter shall meet <br />the minimum required content listed in this chapter but may be abbreviated in form. <br />b. The geological assessment shall be submitted in the form of a Geotechnical Report <br />when the qualified professional finds that an active geologically hazardous area exists <br />on or within two hundred feet of the proposed project area. The geotechnical report <br />shall meet the minimum requirements pursuant to this chapter. <br />2. A geological assessment shall include a field investigation and may include the use of <br />historical air photo analysis, review of public records and documentation, and interviews with <br />adjacent property owners or others knowledgeable about the area, etc. <br />3. A geological assessment shall include the following minimum information and analysis: <br />a. An evaluation of any areas on the site or within two hundred feet of the site that are <br />geologically hazardous as set forth in EMC 19.37.210. <br />b. An analysis of the potential impacts of the proposed development activity on any <br />geologically hazardous area. The analysis shall include information regarding any <br />potential geological hazard that could result from the proposed development either on <br />site or off site. For landslide hazard areas, the analysis shall consider the run-out hazard <br />of landslide debris to the proposed development that starts upslope, whether the slope <br />is part of the subject property or starts off site. <br />c. Identification of any mitigation measures required to eliminate potentially significant <br />geological hazards both on the proposed development site and any potentially impacted <br />off-site properties. When hazard mitigation is required, the mitigation plan shall <br />specifically address how the proposed activity maintains or reduces the preexisting level <br />of risk to the site and adjacent properties on a long-term basis. The mitigation plan shall <br />include recommendations regarding any long-term maintenance activities that may be <br />required to mitigate potential hazards. <br />d. The geological assessment shall document the field investigations, published data <br />and references, data and conclusions from past geological assessments or geotechnical
