Exhibit B <br />ORDINANCE Exhibit A - Page 34 of 66 <br />the provisions of this chapter. A wetland delineation shall be performed by a qualified professional <br />experienced in wetland science. Wetland delineations are valid for five years, after such date, the city <br />shall determine whether a revision or additional assessment is necessary. <br />B. Wetland Mapping. A wetland delineation shall result in a wetland boundary clearly marked in the <br />field and an accurate ground-verified map of the boundaries. This map should be created using either a <br />professional survey or using an equivalent method such as Global Positioning System (GPS) with sub- <br />meter accuracy. The map shall also include an indication of where wetlands extend off site. The <br />approximate location and extent of known or suspected wetlands are shown on the city’s critical area <br />maps. These maps shall be used as a guide for the city, applicants and/or property owners, and may be <br />updated as new wetlands are identified. <br />C. Wetland Rating. Wetlands shall be rated and regulated according to the categories defined by the <br />Washington State Department of Ecology Washington State Wetland Rating System for Western <br />Washington 2014 Update Version 2.0, or as revised (Ecology Publication No. 23-06-009). Wetland <br />ratings are valid for five years; after such date the city shall determine whether a revision or additional <br />rating is necessary. <br />D. Illegal Modifications of Wetlands. Wetland rating categories shall not change due to illegal <br />modifications made to the wetland. <br />19.37.320 WETLANDS - CRITICAL AREA REPORT ADDITIONAL REQUIREMENTS. <br />A. Additional Critical Area Report Content for Wetlands. A critical area report for wetlands shall be <br />prepared by a qualified professional who is a certified professional wetland scientist, a noncertified <br />professional wetland scientist with a minimum of five years of experience in the field of wetland science, <br />including experience preparing wetland and stream reports, or a professional who demonstrates <br />expertise in wetland science, stream ecology, or fish and wildlife biology to the satisfaction of the <br />planning director. <br />1. Wetlands shall be rated according to the categories defined by the Washington State Department <br />of Ecology Washington State Rating System for Western Washington 2014 Update, Version 2.0 or as <br />revised (Ecology Publication No. 23-06-029). <br />2. Hydrogeomorphic classification; wetland acreage, and Cowardin classification of vegetation <br />communities; and, to the extent possible, hydrologic information such as location and condition of <br />inlet/outlets. Provide acreage estimates, classifications, and ratings based on entire wetland <br />complexes, not only the portion present on the proposed project site. <br />B. Wetland and buffer impact mitigation plans shall be prepared consistent with the guidance in <br />Wetland Mitigation in Washington State: Part 2 - Developing Mitigation Plans (Ecology Publication #06- <br />06-011b, or as revised). The report shall include a written plan and plan sheets that contain, at a <br />minimum, the elements listed below. <br />1. The name and contact information of the applicant; the name, qualifications, and contact <br />information of the primary author(s) of the compensatory mitigation plan; a description of the <br />development proposal; a description of how the development project has been designed in <br />accordance with mitigation sequencing provisions.
