The trail or path shall be located on the outer twenty-five percent of the buffer, except for <br />areas which provide for public viewpoints of the critical area or educational opportunities, and <br />which are designed to minimize the footprint of the trail/path within the critical area or its <br />buffer. <br />c. Stream crossings shall avoid adverse impacts to water quality or flow. <br />d. The width of trails shall be the minimum necessary. Critical area and buffer widths shall be <br />increased, where possible, equal to the width of the trail corridor including disturbed areas. <br />e. The proposal must comply with the report requirements of this chapter. <br />f. The trail surface shall meet all other requirements including all applicable water quality <br />standards. The trails should be one hundred percent porous to the maximum extent feasible. <br />Raised boardwalks with non-treated pilings are allowed. <br />g. Trails proposed to be located in landslide or erosion hazard areas shall be constructed in a <br />manner that does not increase the risk of landslide or erosion and in accordance with an <br />approved geotechnical report. <br />h. Public and quasi-public trails shall include interpretive signs identifying the critical area and <br />buffer specific to the site. <br />5. Stormwater facilities. Stormwater facilities and conveyance systems may be allowed in stream and <br />wetland buffers, provided no other location is feasible, the location of such facilities will not degrade the <br />functions or values of the critical area, and subject to the following criteria: <br />a. Stormwater ponds and vaults are not permitted in wetland or stream buffers. <br />b. Stormwater low-impact development and vegetative flow paths from level spreaders may be <br />allowed in the outer 25 percent of the stream and wetland buffers only if the applicant <br />demonstrates that no feasible alternative on-site location exists and the project would not <br />adversely affect the stream flow or the function or values of the wetland, stream, and <br />associated buffer. The following may be required: <br />i. Vegetated stormwater Low Impact Development Best Management Practices such as <br />dispersion, infiltration, or constructed wetlands planted with appropriate native <br />vegetation and trees are allowed without buffer averaging requirements; <br />ii. All requirements of the City’s currently adopted Stormwater Management Manual are <br />met; <br />iii. The facilities are not located in a fish and wildlife habitat conservation area, wetland, <br />or associated buffer used by species listed as endangered or threatened by the State or <br />Federal government or containing critical or outstanding actual habitat of those species, <br />and considers alternative construction timing to minimize impacts in areas with heron <br />rookeries or raptor nesting trees; and
