Identification, characterization, and if applicable wetland rating of all critical areas, <br />water bodies, shorelines, and buffers on or within 300 feet of the proposed project area, <br />including a description of all methodology with references; <br />e. A statement specifying the accuracy of the report and all assumptions made and <br />relied upon; <br />f. A description of the proposed actions including an estimation of acreages of impacts <br />to critical areas and buffers based on the field delineation; <br />g. An assessment of the probable direct, indirect, and cumulative impacts to the critical <br />areas and buffers resulting from the proposed development, including short-term and <br />long-term impacts to critical area functions and values within and adjacent to the site; <br />h. A narrative and supporting information describing how the applicable steps of the <br />mitigation sequence of EMC 19.37.100 are proposed to be applied; <br />i. A description of measures taken to protect and enhance existing habitat connections <br />with other natural areas; <br />j. Scaled drawings of all critical areas and buffers within 300 feet of the proposal, areas <br />of impact to critical areas and buffers, grading and clearing limits, and other project and <br />site-specific information as determined necessary by the planning director; <br />k. Dimensions of all buffers and distances between critical areas and existing and <br />proposed structures and lot lines. <br />19.37.130 CRITICAL AREA REPORTS—ALTERNATIVE BEST AVAILABLE SCIENCE ANALYSIS <br />The planning director may, using the review process described in EMC Title 15, Local Project Review <br />Procedures, authorize a modification to the standards in this chapter as follows: <br />A. An applicant must submit a critical area study by a qualified professional that documents that the <br />proposed development design/standards will result in a net improvement of the functions of the critical <br />area over that which would be obtained by applying the standard prescriptive measures contained in <br />this chapter. The study must address best available science as it relates to the critical area functions. <br />B. The study must be circulated to appropriate state and federal resource agencies for review and <br />comment opportunity prior to planning director authorization. <br />C. The development design/standards may include, but are not necessarily limited to, measures <br />prescribed in an approved watershed conservation plan or other similar conservation plan that <br />addresses critical areas protection consistent with this section. <br />D. The proposed design/standards must not be materially detrimental to the public welfare or injurious <br />to property or improvements in the vicinity and zone in which the subject property is located.
