3. A vehicle enclosed in an opaque auto cover specifically designed to <br /> completely shield the vehicle from view. The cover must be in good condition <br /> and must be replaced if it is torn, weather-beaten, or acquires any other <br /> defects. Tarps and makeshift covers do not meet the requirement. <br /> B. This section shall apply whether or not permission has been given for the <br /> vehicle to be left on the property. (Ord. 2837-05§4, 2005: Ord. 2338-98§3, <br /> 1998) <br /> An inoperable vehicle is defined by EMC 8.22.020, which reads: <br /> EMC 8.22.020 Definitions. <br /> For the purposes of this chapter, the following words shall have the following <br /> meanings: <br /> G. "Inoperable vehicle"means a motor vehicle substantially meeting the <br /> following requirements: <br /> 1. Not having valid vehicle license and tabs;or <br /> 2. Damaged to such extent as to render it illegal for operation on any public <br /> highway, including but not limited to any of the following:broken head or <br /> taillights, broken or missing mirrors, cracked or missing window or windshield, <br /> deflated tires, missing seats or steering wheel, or other general conditions <br /> that would render a vehicle incapable of being driven on a public highway. <br /> • Driving and/or parking between the residence and the street is <br /> prohibited by Everett Municipal Code (EMC) 19.34.120, driving over <br /> right-of-way improved is prohibited by EMC 13.16.020.B, and parking <br /> on non-approved surfaces within the required yards is prohibited by <br /> EMC 19.34.100.A.2, which reads: <br /> EMC 19.34.120 Parking area design and construction. <br /> A. Parking Design Specifications. The minimum requirements for parking stall <br /> and aisle dimensions,striping, pavement thickness and subgrade shall be as <br /> set forth in the city design standards. <br /> B. Surfacing. <br /> 1.All parking areas shall consist of durable surface materials approved by the <br /> planning director and city engineer. Depending upon site and soil conditions, <br /> low impact development(LID)storm water management facilities are <br /> encouraged, and may be required by the city's storm water management <br /> manual. <br /> 2. Exception. For single-family and duplex uses, nonrequired parking that is <br /> located outside of the front and street side setbacks areas may use surface <br /> materials in accordance with city design standards, provided, however, that <br /> parking in the area between a street facing façade and the street must be on <br /> a paved surface as allowed by EMC 19.34.110(C). <br /> EMC 13.16.020 Improvement permit required. <br /> *** <br /> B.
