ORDINANCE NO. 2526-01 <br /> An Ordinance Amending the Land Use Map of the Everett <br /> Comprehensive Plan for area located on Smith/ Spencer <br /> Islands east of I-5 by removing the area and its land use designation <br /> of Agriculture/Rural Shoreline Use from the Urban Growth Area as Part <br /> of the Annual Update to the Comprehensive Plan <br /> WHEREAS,the City of Everett adopted a new Comprehensive Plan in August, 1994, in <br /> conformance with the Washington State Growth Management Act; and <br /> WHEREAS,the Growth Management Act, codified as RCW Chapter 36.70A, generally <br /> allows for comprehensive plans to be amended on an annual basis; and <br /> WHEREAS, the City of Everett initiated its sixth annual comprehensive plan <br /> amendment process in July, 2000, which included consideration of Land Use map <br /> amendment and rezone applications initiated by the city and private property owners; and <br /> WHEREAS,the affected area was removed from the Urban Growth Area by a Superior <br /> Court Ruling; and <br /> WHEREAS, Snohomish County has removed its recognition of this area as part of <br /> Everett's Urban Growth Area; and <br /> WHEREAS, an environmental analysis of the proposed Comprehensive Plan amendment <br /> has been conducted by the City in compliance with the requirements of the State <br /> Environmental Policy Act (SEPA); and <br /> WHEREAS, the City of Everett has encouraged public participation in the consideration <br /> of amendments to the Comprehensive Plan, as required by the Growth Management Act, <br /> through a variety of notification procedures, including SEPA review, mailing to interested <br /> citizens and organizations, mailing to affected property owners, legal publications, and <br /> posting of the affected property; and <br /> WHEREAS,the Planning Commission has conducted a public workshop on February 6, <br /> 2001 and a Public Hearing on March 6, 2001, to consider all the proposed amendments to <br /> the text and policies of the Comprehensive Plan which was initiated in July of 2000; and <br />
