DHS-FEMA-FWC-FY26 CITY OF EVERETT, FWCGP-3 <br />16 <br /> <br />Category 2: Sensitive information <br />Category 2: For official use only / disclosure permissible by law. <br />DESCRIPTION <br />Planning: Funds will support a multi-agency effort to develop, refine, and exercise jurisdictional <br />Concepts of Operations (CONOPS) and venue specific security plans for Seattle’s six 2026 FIFA World Cup <br />matches and associated fan activities. The planning and executive steering committees will continue to <br />convene to guide work, resolve cross cutting issues, and conduct final reviews of all major planning <br />documents. Jurisdictional CONOPS and venue specific security plans will be finalized, approved, and tested <br />through exercises to ensure they are operationally sound and to surface any residual gaps requiring <br />adjustments to plans, staffing, or mutual aid arrangements.
