DHS-FEMA-FWC-FY26 CITY OF EVERETT, FWCGP-3 <br />44 <br /> <br />Category 2: Sensitive information <br />Category 2: For official use only / disclosure permissible by law. <br />Article 60 <br />Expedited Review of Amendments <br />For any amendment submitted by the Host City Committee Task Force that requires prior <br />approval by the State government pass-through entity under 2 CFR part 200, the pass-through <br />entity must take action on that request within 10 business days and report the request and <br />change to FEMA. <br />Article 61 <br />Reducing Pass-Through Time <br />Notwithstanding the 45 day pass-through requirement in the NOFO, FEMA recognizes the <br />urgency in which the grant’s stakeholders require access to the funding to enhance the <br />security and preparedness for the 2026 World Cup events in the United States, the recipient <br />must pass-through 100% of funds to the Host <br />Committee Task Force subrecipients within ten (10) business days after receipt of the funds in <br />a manner that is otherwise consistent with the requirements described within the FWCGP <br />NOFO. <br />Article 62 <br />Prohibition on Covered Foreign Unmanned Aircraft Systems (UAS) <br />As a condition of this award, recipients, subrecipients, and their contractors or subcontractors <br />must comply with Section 1825 of the American Security Drone Act of 2023, as enacted in the <br />National Defense Authorization Act for Fiscal Year 2024 (Pub. <br />L. No. 118-31 §§ 1821-33, 41 U.S.C. 3901 note prec.). Federal funds may not be used to <br />procure, operate, or otherwise support any covered unmanned aircraft system (UAS) that is <br />manufactured or assembled by a covered foreign entity, or in connection with the operation <br />of such a system. For further guidance, refer to Public Law 118-31 and OMB Memorandum <br />M-26-02, Ensuring Government Use of Secure Un-manned Aircraft Systems and Supporting <br />United States Producers. Failure to comply with these requirements may result in the <br />withholding of funds, suspension, or termination of the award. <br />Article 63 <br />Award Compliance Hold <br />Please note that FEMA may reinstate budget or program funding holds if submitted <br />documentation is incomplete or inconsistent with program requirements. All costs charged to <br />the federal award remain subject to FEMA review and must comply with the terms and <br />conditions of the award.
