• • • easterly to the northwest corner of Lot 13, Block "A", Rucker's Second Addition; thence southeasterly along the southwest boundary of said Lot 13 to the southwest corner thereof; thence northeasterly along the south- east boundary of Lot 13, Block "A", Rucker's Second Addition to place of beginning". All the property included within said Local Improvement District and none other shall be considered and held to be the property specially benefitted by said improvement. Section 4: A special fund is hereby created to be called "Local Improvement Fund District No. 284", which shall consist in the aggregate of the several amounts assessed, levied and collected on the several lots or parcels of land in said Local Improvement District for the purpose of defraying the cost and expense of said improvement. Out of said fund shall be paid the bonds, interest thereon, and the entire cost of said improve- ment. Section 5: That the cost and expense of such improvement shall be defrayed by special assessments, payable in ten equal annual installments, with interest at the rate of six (6 ) per cent. per annum, under mode of "Payment by Bonds", as defined by law and the charter and ordinances of said City. Bonds bearing interest at the rate of six (6) per cent. per annum, payable on or before ten (10) years from date of issue, shall be issued in payment of the cost and expense of such improvement.
