May 20, 2026 <br /> <br />4 <br /> <br />COUNCIL BILL 2605-26 <br /> <br /> SECOND READING: <br /> <br />AN ORDINANCE amending Everett’s established utility rates for the 2025 through 2028 <br />operating years <br /> <br />Ryan Sass, Public Works, provided additional information regarding Council Bills 2605-27 and <br />2605-26. <br /> <br />Discussion ensued regarding possibly budget cuts should the proposed utility rates not be <br />increased, low-income standards and affordability, and current utility billing cycles. <br /> <br /> <br />BRIEFING: <br /> <br />COUNCIL BILL 2605-28 <br /> <br /> FIRST READING: <br /> <br />AN ORDINANCE creating a new chapter of the Everett Municipal Code relating to massage <br />and reflexology services and prescribing penalties <br />Presented by Lacey Offutt, Legal <br /> <br />The following member of the public spoke: Sonja Bodge <br /> <br />Council Member Rhyne suggested an addition to having a building owner have some <br />responsibility for housing illegal business activities. Lacey stated other enforcement actions were <br />being investigated. <br /> <br /> <br />ACTION ITEM: <br /> <br />COUNCIL BILL 2604-24 <br /> <br />THIRD AND FINAL READING: <br /> <br />AN ORDINANCE amending Chapter 2.74 of the Everett Municipal Code, which pertains to <br />appointive employee compensation and fringe benefits <br /> <br />Moved by Council Member Bader, seconded by Council Member Rhyne, that this is declared to <br />be the third and final reading of Council Bill 2604-24.
