Said <br /> clerk, v.hen requested by the contractor, shall issue to such con- <br /> tractor an assignment form, showing the amount of work completed <br /> as shown by such estimates. Said final estimate issued shall include <br /> in addition to a statement of the amount of money due the contractor, <br /> a statement of the amount of money expended for abstracts, advertis- <br /> ing and engineering prior to the date set for the completion of the <br /> contract. All engineering expenses incurred after said date shall be <br /> borne by the contractor as a penalty for failure to complete the <br /> work within the specified time. All contracts for local improvements <br /> shall provide that at least thirty per cent of the amount due on <br /> estimates shall be retained to secure the payment of laborers who <br /> have performed work thereon, and material-men who have furnished <br /> material:: therefor, and such laborers and material-men shall have <br /> thirty days after the work has been completed for a lien on such <br /> thirty per cent so reserved, for labor done and material furnished. <br /> No contract shall be considered as completed until the commissioner <br /> of public works shall file his final estimate and approval of such <br /> work. <br /> In the event that the city elects to sell the bonds for <br /> the improvement, the amount due the contractor shall bear interest <br /> at the bond rate from the date of release until paid. <br /> Section 3: That said Ordinance Nc. 14S9 shall be amended <br /> by adding thereto a section, to be designated as Section 28. Said <br /> section shall read as follows: <br /> Section 28: Any person desiring to pay the entire assess- <br /> ment upon any part of real estate assessed as one parcel or tract <br /> shall file a petition with the city engineer, said petition to be <br /> signed by all persons having any interest in such tract or parcel of <br /> land, requesting the city engineer to segregate such assessment so, <br />
