June 3, 2026 <br /> <br />4 <br /> <br />COUNCIL BILL 2605-30 <br /> <br /> FIRST READING: <br /> <br />AN ORDINANCE creating a Special Improvement Project, entitled “California Street <br />Ped/Bike Corridor Phase 2,” Fund 303, Program 140, to accumulate all costs for the <br />improvement <br /> <br /> <br />ACTION ITEM: <br /> <br />COUNCIL BILL 2605-28 <br /> <br /> THIRD AND FINAL READING: <br /> <br />AN ORDINANCE creating a new chapter of the Everett Municipal Code relating to massage <br />and reflexology services and prescribing penalties <br /> <br />Moved by Council Member Rhyne, seconded by Council Member Zarlingo, to add the proposed <br />amendment adding definitions of Landlord, Owner, and Renter, and adding section 8.72.100: <br />Facilitating Prostitution to Council Bill 2605-28. <br /> <br />Discussion ensued regarding the proposed amendment with Lacey Offutt, Legal, and Mike Fong <br />answering Council questions. <br /> <br /> <br />Roll was called with all council members voting yes. <br /> <br />Motion carried. <br /> <br />Discussion ensued regarding language interpretation, Diversity Advisory Board or committee and <br />stakeholder review of proposed ordinances, safety of immigrant communities, safety of massage <br />and reflexology practitioners, and lobbying state legislature for accessibility for massage <br />practitioner licenses. <br /> <br />Moved by Council Member Bader, seconded by Council Member Weir, that this is declared to <br />be the third and final reading of Council Bill 2605-28, as amended. <br /> <br /> <br />The City Clerk was directed to call roll for the final disposition of the ordinance. <br /> <br /> AYES: Weir, Rhyne, Schwab, Burbano, Zarlingo, Bader, Tuohy
