Exhibit A (Scope of Work) <br />Meetings <br />The schedule and work will include 2 to 3 meetings with the principal client to (a) <br />discuss how to differentiate the application and identify support resource, (b) discuss <br />strategy and (c) review draft applications. The contractor will help prepare meeting <br />materials and meeting notes. <br />Schedule <br />Applications will be accepted through May 28, 2026 at 5:00 p.m. and must be <br />submitted via the Washington state Opportunity Zones nomination application <br />platform. Completion timeline targets may be earlier depending on local jurisdiction’s <br />needs and requirements of the application materials. Draft documents by May 18 if <br />feasible. <br />Additional Economic Development Support <br />The Consultant will be available for other economic development support work as <br />agreed in writing through 12/31/2026. <br />Compensation <br />Work will be billed on an hourly basis at a rate of $90 per hour, which is inclusive of <br />expenses, taxes, and overhead. Work will not exceed 25 hours per application without <br />prior written approval of the client. <br />Invoices will be submitted in the manner required by the City of Everett Professional <br />Service Agreement General Conditions Section 5. Invoices will be submitted upon <br />completion and acceptance of the work product and payable net 30. The first invoice <br />will be submitted no earlier than June 1, 2026.
