ORDINANCE NO. � ,s- a An ordinance providing for the improvement of east Grand .'venue from Twenty-fourth Street to Twenty-first Street, and of Twenty-second Street from East ,.rand Avenue to Smmit Avenue, and of Twenty-third Street from East Grand Avenue to Snit Avenue, by grading, clearing and grubbing, construction of concrete sidewalks, concrete durbs with armoured concrete returns, wooden gutters, and doing all other work as may be necessary in connection therewith to complete said improvements, creating a local improvement district therefor, creating a local improve ent district fund therefor, and providing that payment for said improvement be made by special assessment upon the property in said district by the mode of 'pay- ment by bonds ' . WHEREAS, a majority petition of the property owners peti- tioning for the above improvements has heretofore been filed with the commissioner of public works, and said commissioner finds the things set forth in said petition to be true, and WHEREAS, said commissioner has filed with the city council all data and information in regard to said improvements as is required by law, and WHEREAS , the commissioner of public works has recommended to the city council that said improvements petitioned for be made, and it appearing to the council that public convenience and necess- ity requires that said improvement be made, NOW THEREFORE, THE CITY OF EVE .ETT DOES ORDAIS: Section l That 'past Grand Avenue from Twenty-fourth Street to Twenty-first Street; Twenty-second Street from East Grand Avenue to Summit Avenue; and Twenty-third Street from East Grand Avenr ue to Summit Avenue, be improved by grading, clearing and grubbing, by construction of concrete sidewalks, concrete curb with armoured concrete returns , wooden gutters , ana doing all such other work as may be necessary in connection they with to complete said improvement,
