4 ORDINANCE NO. l� An ordinance prohibiting private employment agencies in the city of .Everett, and declaring the same to be a common nuisance, providing a penalty for the violation thereof, and declaring an emergency. THE CITY OF i V:Pi TT DOES ORDAIN: Section 1: That the tezm. 'employment Agency' as used in this ordinance means and includes the business of keeping an intelligence office, employment bureau, or other agency for procuring work or employment for persons seeking employment, or acting as agent for the procuring of such work or employment, where a fee or other val- uable thing is exacted, charged or received, for procuring or assist- ing to procure employment, work, or a situation of any kind, or for rocuring or providing help or employees for any person,firm or corporation. Sec. 2: That the keeping, conducting, maintaining or carry- . ing on of any private employment agency within the city of Everett is hereby declared to be a common nuisance. Sec. 3: It shall be unlawful for any person, firm or corpora- tion to keep, conduct, maintain or carry on,within the city of -Everett, any private employment agency. Sec. 4: Any person, firm or corporation violating any of the provisions of this ordinance shall be guilty of a misdemeanor, and upon conviction thereof shall be fined in any sum not to exceed one hundred ( 100) dollars , or imprisoned for not to exceed thirty (30) days, or be both so fined and imprisoned. Sec. 5: WHEREAS , the charter of Everett provides that private employment agencies are common nuisances , and provides that the city council shall pass an ordinance for the purpose of carrying out said provision, an emergency is declared to exist, and this ordinance shall take effect upon its passage and public tion.
