ft <br /> Sec. 3: No pawnbroker or second-hand dealer, or their <br /> employees , shall receive any pledge or. purchase any article from <br /> any person under twenty-one years of age, or from any person who is <br /> at the time intoxicated, or from any habitual drunkard, or from any <br /> person Who is known by him to be a thief, or associate of a thief, <br /> or a receiver of stolen property, or from any person whom he has <br /> reason to suspect or believe to be such. <br /> Sec. 4: Any pawnbroker or second-hand dealer or any <br /> employee who shall violate any of the provisions of this ordinance, <br /> or fails to keep the records provided for herein, or who shall <br /> make a false entry of such record, or shall make a false report to <br /> the commissioner of safety, shall be guilty of a misdemeanor, and <br /> upon conviction shall be fined in a sum not to exceed one hundred <br /> ( 100) dollars , or imprisonment for a period not to exceed thirty <br /> (30) days, or by both such fine and imprisonment. <br /> Sec. 5: WHEREAS, there is no ordinance regulating the <br /> business of pawnbrokers and second-hand dealers in the city of <br /> Everett, and such ordinance is necessary for the proper regulation <br /> of the same, an emergency is declared to exist, and this ordinance <br /> shall take effect upon its passage and publication. <br /> ��-rrry <br /> Passed _.�.� <br /> Attest: <br /> Published ,f 2/ <br />
