visions of this ordinance shall be constructed under the supervis- <br /> ion of the commissioner of public works. If any bidder fails to <br /> enter into such contract in accoraance with his bid within ten days <br /> from the date at which he is notified that he is the successful <br /> bidder, the check accompanying his bid shall be forfeited to the <br /> city and the proceeds of said check shall be placed in the local <br /> improvement fund, and the commissioner of public works shall <br /> re-advertise for bids for such work. <br /> 1 5S 0 Sec . 17: Before any contract for the making of any <br /> improvement shall be binding against the city, the contractor shall <br /> enter into a bond with the city in a sum not less than fifty per <br /> cent more than the contract price for said improvement. Said bond <br /> shall be a ,proved by the council. <br /> ,2,.€6 1 d Sec. 18: LOCAL IMPROVC'ENT CONTRACTS: Contracts for <br /> local improvements shall provide that during the time allowed in <br /> the contract the commissioner of public works shall on the last <br /> day of each month issue an estimate of the amount of work completed <br /> during the month by the contractor, but shall at the date set for <br /> the completion of the contract furnish no estimate other than the <br /> final estimate issued after the completion of the work. Said final <br /> estimate issued shall include in addition to a statement of the <br /> amount of money due the contractor, a statement of the amount of <br /> money expended for abstracts, advertising, and engineering prior <br /> to the date set for the completion of the contract. All engineering <br /> expenses incurred after the expiration of the contract to be borne <br /> by the contractor as a penalty for failure to complete the work <br /> = ithin the specified time. The city clerk shall, not later than the <br /> t :enty-fifth day of the following month, deliver to the contractor <br /> money or warrants in a amount equal to seventy per cent of such <br /> estimate issued by said commissioner.
