1 <br /> ORDINANCE# 2529-01 <br /> 2001 —2006 CAPITAL IMPROVEMENT PLAN <br /> An Ordinance Amending the Text and Policies of the Everett Comprehensive Plan, <br /> as contained in Exhibit"A"of Ordinance#2021-94, as amended, <br /> as Part of the Annual Update to the Comprehensive Plan. <br /> WHEREAS, the City of Everett adopted a new Comprehensive Plan in August, 1994 in <br /> conformance with the Washington State Growth Management Act; and <br /> WHEREAS, the Growth Management Act, codified as RCW Chapter 36.70A, generally allows <br /> for comprehensive plans to be amended on an annual basis; and <br /> WHEREAS, the City of Everett initiated its sixth annual comprehensive plan amendment <br /> process which includes consideration of the update of the 2001 to 2006 Capital Improvement <br /> Plan Element and its components; and <br /> WHEREAS: the update of the Capital Improvement Plan also includes adoption by reference of <br /> the Everett and Mukilteo School Districts Capital Facilities Plans; and <br /> WHEREAS, an environmental analysis of the proposed 2001 to 2006 Capital Improvement Plan <br /> amendments has been conducted by the City of Everett and Everett and Mukilteo School <br /> Districts, in compliance with the requirements of the State Environmental Policy Act(SEPA); <br /> and <br /> WHEREAS, the City of Everett has encouraged Public Participation in the consideration of <br /> amendments to the Comprehensive Plan, including the Capital Improvement Plan, and Everett <br /> and Mukilteo School District Capital Facilities Plans, as required by the Growth Management <br /> Act, through a variety of notification procedures, including SEPA review, mailing to interested <br /> citizens and organizations, and the City of Everett cable television bulletin board; and <br /> WHEREAS, the Planning Commission conducted a public hearing on June 19, 2001 during <br /> which it considered the Capital Improvement Plan updates to the Comprehensive Plan; and <br /> WHEREAS, the Planning Commission has considered all of the proposed City Capital <br /> Improvement Plan and school district Capital Facilities Plan provisions and the other annual Plan <br /> update actions, so that cumulative effects of all amendments have been ascertained, as required <br /> by the Growth Management Act; and <br />
