PIPELINE #2 & #3 REPLACEMENT PH 5/6 Description: Replace sections of Water Transmission Pipelines Nos. 2 & 3. The replacement program is part of a pipe rehabilitation program for these transmission lines that started in 1989. Location: The next replacement project (Phase 5) is for two pipeline sections— about 500 feet immediately east of the Snohomish River, and about 800 feet immediately east of Ebey Slough. Phase 6 is planned to replace pipes on Ebey Island, the section east of the Phase 5 work to Dead Water Slough. Justification: (Need/Demand) Water Transmission Lines Nos. 2 and 3 are both steel pipe and were originally constructed over 65 years ago. The City has been replacing the pipe in sections since 1989. Phase 5 is for the pipe sections buried in the most corrosive soils. The'pipe sections must be replaced, as the current sections are beyond the expected service life, and pipe evaluations indicate sections are highly corroded and are at risk. The replacement schedule is based on a pipeline evaluation performed in 1989, that will be updated. Pipeline No. 2 replacement is expected to be completed when all the pipe is replaced. The replacement schedule and cost is dependent on obtaining permits.
