PUMPED EFFLUENT TO DEEP WATER OUTFALL <br /> Description: Design and construct a pump station at the WPCF and associated <br /> piping to pump effluent from the WPCF to Kimberly Clark. <br /> Location: Piping from the WPCF to Kimberly Clark <br /> Justification: (Need/Demand) The combined effluent discharged into the <br /> Snohomish River basin by all treatment plants operating in this water basin lowers <br /> the quality of water. Operating permits for WPCF in the Snohomish River basin <br /> will impose stringent requirements on the discharge of this effluent. This will <br /> mandate new Capital Facilities to treat the plant inflow. To avoid significant <br /> capital cost investments at our plant the City will eliminate the effluent discharge <br /> to the river during period of low flow. The cost to pump the discharge is <br /> significantly less than the increased cost of treatment.
