<br /> An ordinance providing for the opening up and establish-
<br /> F4. ing of a street in the city of Everett from the southeast corner of
<br /> the Pacific College Association tract along the southerly boundary
<br /> of said ty•act to the southwest corner of said Pacific College
<br /> Association tract, all in Section 31, Township 29 North, of Range
<br /> 5 East, W.M. as a public street and highway, over and across certain
<br /> lands , lots, blocks, tracts and parcels of land in the city of
<br /> Everett, providing for the ascertainment and payment of the just
<br /> compensation to be made for the land and other property rights
<br /> taken or damaged thereby, and providing the manner in which the cost
<br /> and expense of such opening and establishing shall be made, and
<br /> q establishing an assessment district.
<br /> WHEREAS, public necessity demands that the proposed street
<br /> above described be opened upand established as a p public street and
<br /> ` highway, between the points above described, and
<br /> . ` .. 4, WHEREAS, it is determined that such opening up and establishment
<br /> - of said street is a public necessity, and that the same shall be of
<br /> special benefit to certain lands , premises and other property,
<br /> NOW THEREFORE, THE CITY OF EVERETT DOES ORDAIN:
<br /> Section 1: That, a .s't set be, and the same is hereby
<br /> opened up and established as a public street and highway from the
<br /> southeast corner of the Pacific College Association tract, along
<br /> the southern boundary of said tract to the southwest corner of the
<br /> Pacific College Association tract, all in Section 31, Township 29
<br /> North, of Range 5 East, W.M. over and across certain lands , blocks,
<br /> tracts, and parcels of land in said city of Everett, and more par-
<br /> ticularly described as follows , to-wit:
<br /> "Beginning at the center of Section 31, Township 29 North,
<br /> Range 5 East , W.M. run north 00 degrees , 06 minutes, 39 seconds west
<br /> along the north and south center line of Section 31, a distance of
<br /> 463.21 feet to the true point of beginning; thence angle left 139
