EXHIBIT A: SCOPE OF WORK <br />Task 100: Regional Stormwater Facilities Program Framework <br />• Review proposed regional stormwater facility locations and conceptual designs prepared by others <br />(Osborn Consulting). <br />• Evaluate existing municipal code to recommend an optimal regulatory compliance pathway (formal <br />code update vs. Public Works Director's administrative policy directive) for an operational fee-in- <br />lieu framework. <br />• Work with City staff to develop a program capacity tracking matrix for private developments and <br />municipal CIP projects. <br />• Review and provide support for fee-in-lieu methodology. <br />• Evaluate concepts and provide recommendations for external-facing regional stormwater facility <br />program dashboard of: locations, type, fee-in-lieu structure, service area, and balance of <br />availability. <br />Deliverables: <br />• Deliverable 101 Policy & Code Recommendation Memorandum <br />• Deliverable 102 Program Capacity Allocation Tracking Tool/Template <br />• Deliverable 103 Regional Stormwater Facility Dashboard Recommendations <br />Task 200: Other Duties as Assigned <br />• Provide flexible, on-call engineering advice, programmatic data analysis, regulatory permit <br />interpretation, and meeting coordination support as requested and explicitly authorized by the City <br />Project Manager in writing to handle emerging utility needs.
