EXHIBIT A: SCOPE OF WORK Task 100: Regional Stormwater Facilities Program Framework • Review proposed regional stormwater facility locations and conceptual designs prepared by others (Osborn Consulting). • Evaluate existing municipal code to recommend an optimal regulatory compliance pathway (formal code update vs. Public Works Director's administrative policy directive) for an operational fee-in- lieu framework. • Work with City staff to develop a program capacity tracking matrix for private developments and municipal CIP projects. • Review and provide support for fee-in-lieu methodology. • Evaluate concepts and provide recommendations for external-facing regional stormwater facility program dashboard of: locations, type, fee-in-lieu structure, service area, and balance of availability. Deliverables: • Deliverable 101 Policy & Code Recommendation Memorandum • Deliverable 102 Program Capacity Allocation Tracking Tool/Template • Deliverable 103 Regional Stormwater Facility Dashboard Recommendations Task 200: Other Duties as Assigned • Provide flexible, on-call engineering advice, programmatic data analysis, regulatory permit interpretation, and meeting coordination support as requested and explicitly authorized by the City Project Manager in writing to handle emerging utility needs. A scope and budget will be authorized in advance of using this task. Task Compensation Summary The City of Everett shall compensate the Service Provider on a Time and Materials (T&M) basis at the established rate of $200.00 per hour, up to the Maximum Not-to-Exceed (NTE) limits specified below. Budgets may be shifted between tasks by mutual agreement.
