The responsible official shall also notify the applicant of <br /> the City's procedure for EIS preparation, including approval of the DEIS and <br /> FEIS prior to distribution. <br /> 3. The City may require that an applicant provide information the City does not <br /> possess, including specific investigations necessary to identify potentially <br /> significant adverse environmental impacts. However, the applicant may not be <br /> required to supply information that is not required under this chapter or WAC <br /> 197-11-100. (The limitation does not apply to information the City may request <br /> under another ordinance or statute.) <br /> a. Preparation of Draft Environmental Impact Statement. <br /> 1) When an EIS is required, all information required by the SEPA <br /> rules shall be presented by the consultant in substantially the same <br /> form as for the draft environmental impact statement in accordance <br /> with procedures of this subsection. <br /> 2) The responsible official shall assure that the EIS is prepared in a <br /> responsible manner and with appropriate methodology. The <br /> responsible official shall direct the areas of research and <br /> examination to be undertaken, as well as the organization of the <br /> resulting document in accordance with this subsection. <br /> 3) The draft environmental impact statement shall be prepared, or <br /> reviewed and approved,by the responsible official prior to <br /> distribution. If, in the opinion of the responsible official, the <br /> information provided by the consultant and/or subconsultant(s) for <br /> the draft environmental impact statement is inadequate, erroneous, <br /> misleading, unclear, has excessive jargon, or otherwise deficient, <br /> the responsible official will cause its distribution to be delayed for <br /> such time as may be required to correct said deficiencies. <br /> 4) Upon acceptance of the information required under this section for <br /> the draft environmental impact statement, such information shall <br /> become the property of the City and the responsible official shall <br /> possess the right to edit, reproduce, modify and distribute said <br /> information. <br /> b. Preparation of Final Environmental Impact Statement. Upon acceptance of <br /> the draft EIS, the responsible official shall cause its circulation and shall finalize <br /> said EIS in accordance with the procedures required by this Ordinance and the <br /> SEPA rules. <br /> 53 <br />
