Staff ask permitting questions and get <br />instant, citation-backed answers drawn from Everett’s codes, property data, permit <br />history, and connected systems. <br />• Application Assistant intake flow (KBYA through completeness review) tested <br />against real-world scenarios with continuous staff feedback. <br />• Staff validate accuracy: flag wrong answers, missing context, edge cases. System <br />improves daily. <br />• Phase Gate: Govstream shall conduct scenario-based validation using approximately <br />100 test scenarios across three tiers: (i) approximately 30 complete, code -compliant <br />applications expected to pass through the system without flags; (ii) approximately 30 <br />applications that are substantively complete but missing critical information, which <br />the system should identify and flag; and (iii) approximately 30 non -compliant or <br />incomplete applications, which the system should flag and route toward resolution. <br />Govstream shall deliver to the City a written accuracy scorecard summarizing the <br />system's performance across all three tiers prior to broader deployment. <br /> <br />Phase 3: Refinement and Reporting (Weeks 7–8+) <br />• Continued iterative improvement based on staff feedback and real usage patterns. <br />• Staff onboarding and training: ensure all Permit Services staff are comfortable using <br />PermitGuide and Application Assistant in their daily workflow. <br />• Performance report delivered to the City and Challenge Seattle: accuracy metrics, <br />usage data, staff satisfaction, and measured impact against baseline. <br />• Joint review of Pilot Phase performance report prior to the Pilot Conversion Date. <br /> <br />5. Commercial Terms. All fees, payment terms, and conversion mechanics are governed by the Order <br />Form. This Exhibit A governs scope, deliverables, timeline, and success criteria only. <br /> <br />6. Success Criteria. The parties agree to evaluate the following metrics in assessing Pilot Phase <br />performance, as reflected in the performance report delivered pursuant to Section 4 of this E xhibit: <br /> <br />Metric Target <br />Reduction in resubmissions to achieve review-ready completeness ≥ 50% <br />Reduction in incoming inquiries staff must manage (pre -application <br />and during-application support) <br />≥ 30% <br />First-time application success rate: accurate guidance such that an <br />applicant following it submits a complete application on the first <br />attempt <br />≥ 65% <br /> <br />
