G. With the exception of the easement access drive, no new driveways or parking areas <br /> will be permitted within the front yard setback area for all lots that front on the public <br /> street. <br /> H. Access off an easement drive is limited to one twenty-foot driveway and curb cut per <br /> lot. The driveway shall not exceed twenty feet in width for a distance of twenty feet from <br /> the easement access drive curb. This requirement shall be noted as a condition of <br /> approval on the face of the final short plat map. <br /> I. Surface Parking. On any lot where surface parking is proposed, the parking area shall <br /> be at a minimum five feet from any property line and shall not exceed twenty feet in <br /> width for a distance of twenty feet from the easement access drive curb. All parking areas <br /> shall be landscaped, screened and improved per the design and development provisions <br /> of this chapter. <br /> J. Garages and Carports. On any lot where covered parking is proposed, the garag, or <br /> carport shall be at a minimum five feet from any property line or twenty feet from a <br /> public street or easement access drive. The access to the covered parking area shall not <br /> exceed twenty feet in width in the front setback area from the public street or from the <br /> easement access drive curb. This area shall be landscaped, screened, and improved per <br /> the design and development provisions of this chapter. <br /> K. Site Development Plan. On all lots within an easement access short subdivision, the <br /> applicant is required to submit a site development plan meeting the requirements of the <br /> procedures for processing permit applications as defined in the City's Local Project <br /> Review Procedures Ordinance. <br /> L. The computations for meeting minimum lot area requirements for the Everett Zoning <br /> Code shall not include the easement portion of the lot. Except for a two-lot short <br /> subdivision the easement area may be included in the calculation of the minimum lot area <br /> for the lot fronting on the public street. Said lot shall not have a net lot area less than four <br /> thousand square feet. <br /> M. The easement portion of a lot may be used in calculating the lot width and depth <br /> requirements for the purpose of meeting the standards as established by the Everett <br /> Zoning Code. <br /> N. Required Setbacks for Easement Access Lots. Units that do not have frontage on the <br /> public street will be required to meet the following setbacks: <br /> 1. Front yard setback (orientation toward public street): twenty feet; <br /> 2. Side yard setbacks: five feet; <br /> 3. Side yard setbacks: five feet from easement access drive curb and twenty feet for <br /> detached/attached garage or parking area; <br /> 4. Rear yard setbacks: twenty feet; <br /> 5. Reduced setback modifications of these standards is permitted as defined in Section <br /> 18.28.210E of this chapter. <br /> O. Re-orientation of Lots or Units. Lots that do not have frontage on the public street <br /> will be allowed to re-orient the lot or unit toward the easement access drive subject to <br /> compliance with the following standards: <br /> 1. Front yard setback: ten feet for single-family unit; twenty feet for detached or attached <br /> garage; <br /> 2. Side yard setbacks: five feet; <br /> 43 <br />
