t <br /> 1 <br /> zit <br /> ,01:milea <br /> 4/.7 <br /> � <br /> 44111 .41 <br /> ORDINANCE NO. 2541-01 <br /> AN ORDINANCE Relating to Precursor Drugs, Adding a New Chapter to the <br /> Everett Criminal Code, Title 10 of the Everett Municipal Code (Ordinance No. <br /> 1145-85). <br /> WHEREAS, the Washington State Legislature has found that communities all over <br /> Washington have experienced an increase in the illegal manufacture of <br /> methamphetamine; and <br /> WHEREAS, illegal methamphetamine labs create a significant threat to the health and <br /> safety of our citizens; and <br /> WHEREAS, some of the chemicals and compounds used to make methamphetamine, and <br /> the toxic wastes the process generates, are hazards to the public health; and <br /> WHEREAS, increases in crime, violence, and the abuse and neglect of children present at <br /> laboratory sites are also associated with the increasing number of illegal laboratory sites; <br /> and <br /> WHEREAS, the drugs ephedrine, pseudoephedrine, and phenylpropanolamine, which are <br /> used in the illegal manufacture of methamphetamine, have been identified as factors in <br /> the increase in the number of illegal methamphetamine labs; and <br /> WHEREAS, the 2001 Washington State Legislature adopted a new law to place <br /> restrictions on the sale and possession of those three drugs in order to reduce the <br /> proliferation of illegal methamphetamine laboratories and the associated threats to public <br /> health and safety; and <br /> WHEREAS, the City of Everett City Council deems it appropriate for the City Criminal <br /> Code to be consistent with state law in this area. <br />
