. <br /> r2 Y "4'e^ail' <br /> - C �+"• <br /> RESOLUTION NO. 5841 <br /> WHEREAS, The National League of Cities representing the largest number of cities since 1924, developed <br /> the Finance, Administration and Intergovernmental Relations Steering committee. This committee supports federal <br /> policies for economic development that include comprehensive community investment programs that strengthen <br /> the quality of life for all and foster social and economic growth. These investments must direct sufficient attention <br /> to improved economic development, transportation needs, physical infrastructure, social development,job training, <br /> and educational and workforce development; and <br /> WHEREAS, The National League of Cities Finance, Administration and Intergovernmental Relations <br /> (F.A.I.R.) Steering Committee believes federal policies should not undermine activities such as franchising, tax <br /> classification zoning, issuing permits, license, and local code development which are fundamental responsibilities of <br /> local government which should not diminish the ability of local elected officials to respond to the economic needs at <br /> the local level, especially during times of economic down time and programs to poverty reduction; and <br /> WHEREAS, state and local governments use a variety of tools to encourage and promote economic <br /> development and job creation within their boundaries for the benefit of their citizens, are best positioned to weigh <br /> the impact of outcomes and are held directly accountable for those outcomes; and <br /> WHEREAS, The 40 members of the National League of Cities Finance, Administration and <br /> Intergovernmental Relations Steering committee will be able to witness first hand what is now being called the <br /> "Riverfront District,"the largest economic development tract in the city of Everett's history, as well the Waterfront. <br /> Both developments have required a significant level of intergovernmental coordination which includes Washington <br /> State Department of Transportation, Port of Everett, the Tulalip Tribes, Snohomish County and the United States <br /> Government. They will also witness state of the art technology such as Naval Station Everett, the 2"d largest <br /> employer in Snohomish County, Everett Station which houses WorkSource, WorkForce, The University Consortium, <br /> Amtrak, Greyhound, Northwest Trailways, QuickShuttle, Sound Transit and Community Transit; and <br /> WHEREAS, the city of Everett and the Everett Area Chamber of Commerce shall make available to this <br /> body of individuals the various businesses of the city of Everett through patronage of our local retail establishments <br /> NOW THEREFORE BE IT RESOLVED BY THE EVERETT CITY COUNCIL AND MAYOR RAY <br /> STEPHANSON that the city of Everett wishes to showcase these collaborative efforts by desi• -• .• am.. ‘,,t <br /> not to exceed $12,000.00 to host the Spring 2007 Finance, Administration and Inter..'- nmenty31 Re .tion <br /> Steering committee.
