ORDINANCE No. 2567—01 2001 —2006 CAPITAL IMPROVEMENT PLAN An Ordinance Amending the Text and Policies of the Everett Comprehensive Plan, as contained in Exhibit "A" of Ordinance#2021-94, as amended, as Part of the Annual Update to the Comprehensive Plan. WHEREAS, the City of Everett adopted a new Comprehensive Plan in August, 1994 in conformance with the Washington State Growth Management Act; and WHEREAS, the Growth Management Act, codified as RCW Chapter 36.70A, generally allows for comprehensive plans to be amended on an annual basis; and WHEREAS, the City of Everett initiated its sixth annual comprehensive plan amendment process which includes consideration of the update of the 2001 to 2006 Capital Improvement Plan Element and its components; and WHEREAS: the herein contained update of the Capital Facilities and Utilities element is in keeping with this process; and WHEREAS, an environmental analysis of the proposed 2001 to 2006 Capital Improvement Plan amendments has been conducted by the City of Everett; and WHEREAS, the City of Everett has encouraged Public Participation in the consideration of amendments to the Comprehensive Plan; and WHEREAS, the Planning Commission conducted a public hearing on June 19, 2001 during which it considered the updates contained herein; and WHEREAS, the Planning Commission has recommended to the City Council the approval of the updated Capital Facilities and Utilities text contained herein; and WHEREAS, the City Council held a public hearing to consider the recommendations of the Planning Commission to approve the Capital Improvement and Facilities text revision contained herein; and WHEREAS, the City Council finds: 1. That the proposed text amendment to the Capital Facilities and Utilities element is consistent with the policies of the Comprehensive Plan, and promotes the best long-term interests of the Everett community;
