ORDINANCE No. 2567—01 <br /> 2001 —2006 CAPITAL IMPROVEMENT PLAN <br /> An Ordinance Amending the Text and Policies of the Everett Comprehensive Plan, <br /> as contained in Exhibit "A" of Ordinance#2021-94, as amended, <br /> as Part of the Annual Update to the Comprehensive Plan. <br /> WHEREAS, the City of Everett adopted a new Comprehensive Plan in August, 1994 in <br /> conformance with the Washington State Growth Management Act; and <br /> WHEREAS, the Growth Management Act, codified as RCW Chapter 36.70A, generally allows <br /> for comprehensive plans to be amended on an annual basis; and <br /> WHEREAS, the City of Everett initiated its sixth annual comprehensive plan amendment <br /> process which includes consideration of the update of the 2001 to 2006 Capital Improvement <br /> Plan Element and its components; and <br /> WHEREAS: the herein contained update of the Capital Facilities and Utilities element is in <br /> keeping with this process; and <br /> WHEREAS, an environmental analysis of the proposed 2001 to 2006 Capital Improvement Plan <br /> amendments has been conducted by the City of Everett; and <br /> WHEREAS, the City of Everett has encouraged Public Participation in the consideration of <br /> amendments to the Comprehensive Plan; and <br /> WHEREAS, the Planning Commission conducted a public hearing on June 19, 2001 during <br /> which it considered the updates contained herein; and <br /> WHEREAS, the Planning Commission has recommended to the City Council the approval of the <br /> updated Capital Facilities and Utilities text contained herein; and <br /> WHEREAS, the City Council held a public hearing to consider the recommendations of the <br /> Planning Commission to approve the Capital Improvement and Facilities text revision contained <br /> herein; and <br /> WHEREAS, the City Council finds: <br /> 1. That the proposed text amendment to the Capital Facilities and Utilities element is <br /> consistent with the policies of the Comprehensive Plan, and promotes the best long-term <br /> interests of the Everett community; <br />
