ORDINANCE NO. 3501-16 EL/E/2ETT <br /> An Ordinance Amending the Comprehensive Plan Map Designation <br /> With a Rezone for the North Portion of Community <br /> Health Center of Snohomish County's Property Located at 1019 112th St SW, <br /> Amending Ordinance No's. 2021-94 and 1671-89, As Amended <br /> WHEREAS,the City Council finds the following: <br /> 1. The Washington State Growth Management Act (GMA) requires counties and cities to <br /> prepare comprehensive plans pursuant to RCW 36.70A; and <br /> 2. The City adopted a Comprehensive Plan in August, 1994, in conformance with the <br /> Washington State Growth Management Act, and completed its 10 year update to the <br /> Comprehensive Plan on October 21, 2015; and <br /> 3. RCW 36.70A allows for comprehensive plans to be amended on an annual basis; and <br /> 4. The City of Everett initiated its 2015 -2016 annual comprehensive plan amendment <br /> process in July of 2015, which included consideration of Land Use Map amendments <br /> and rezone applications initiated by property owners and the Everett Planning <br /> Commission; and <br /> 5. In order to carry out the recommended change,the Comprehensive Plan designation on <br /> the north portion of the subject property must be amended from 1.6: Multiple Family to <br /> 4.4: Mixed-Use Commercial/Multiple Family, see Exhibit"A", and the zoning must be <br /> changed from R-3: Multiple Family Medium Density to E-1 MUO: Evergreen Way <br /> Mixed-Use Overlay; and <br /> 6. Staff did meet with the Twin Creeks and Cascade View neighborhoods regarding this <br /> proposal on September 21, 2015, and has discussed the change with the property owner; <br /> and <br /> 7. The Planning Commission held a public hearing on the matter on April 19, 2016, at <br /> which time it heard from the public and staff, and considered the the proposal and did <br /> recommend approval for a single and appropriate Comprehensive Plan designation and <br /> zone on the property, consistent with its commercial use,that reflects zoning on adjacent <br /> and nearby properties; and. <br /> WHEREAS, the City Council concludes the following: <br /> 1. The purpose for the requested Comprehensive Plan land use map amendment is to provide <br /> consistency between the Comprehensive Plan map and the zoning map, and to provide <br /> the designation and zone for this property match its anticipated use; <br /> Page 1 of 6 <br />
