1 DBE Eligibility/Selection of DBEs <br /> 2 A Directory of Certified DBE Firms denoting the Description of Work the DBE <br /> 3 Contractors are certified to perform is available at: <br /> 4 <br /> 5 www.omwbe.wa.gov/certification/index.shtml. <br /> 6 <br /> 7 The directory provides plain language on the Description of Work that the <br /> 8 listed DBE's have been certified by the Office of Minority and Women's <br /> 9 Business Enterprises (OMWBE) to perform. The Bidder shall use the <br /> 10 Directory of Certified DBE Firms to confirm if a DBE is certified for the <br /> 11 "Description of Work" the Bidder lists on the DBE Utilization Certification form <br /> 12 # 272-056 EF (see form instructions) and therefore qualifies for credit towards <br /> 13 the COA goal. <br /> 14 <br /> 15 Crediting DBE Participation <br /> 16 Joint Venture <br /> 17 When a DBE performs as a participant in a joint venture, only that portion of <br /> 18 the total dollar value of the Contract equal to the distinct, clearly defined <br /> 19 portion of the Work that the DBE performs with its own forces shall be <br /> 20 credited. <br /> 21 <br /> 22 DBE Prime Contractor <br /> 23 A DBE Prime Contractor may only take credit for that portion of the total dollar <br /> 24 value of the Contract equal to the distinct, clearly defined portion of the Work <br /> 25 that the DBE Prime performs with its own forces. <br /> 26 <br /> 27 DBE Subcontractor <br /> 28 When a DBE firm participates as a Subcontractor only that portion of the total <br /> 29 dollar value of the Contract equal to the distinct, clearly defined portion of the <br /> 30 Work that the DBE performs with its own forces shall be credited. <br /> 31 <br /> 32 • Include the cost of supplies and materials obtained by the DBE for the <br /> 33 Work in the Contract including supplies purchased or equipment <br /> 34 leased by the DBE. <br /> 35 o However, you may not take credit for supplies, materials, and <br /> 36 equipment the DBE Subcontractor purchases or leases from the <br /> 37 Prime Contractor or its affiliate. In addition, Work performed by a <br /> 38 DBE, utilizing resources of the Prime Contractor or its affiliates <br /> 39 shall not be credited. <br /> 40 <br /> 41 • In very rare situations, a DBE firm may utilize equipment and/or <br /> 42 personnel from a non-DBE firm other than the Prime Contractor or its <br /> 43 affiliates. Should this situation arise the arrangement must be short- <br /> 44 term and have prior written approval from the Office of Equal <br /> 45 Opportunity (OEO). <br /> 46 <br /> 47 • Count the entire value of fees or commissions charged by a DBE firm <br /> 48 for providing a bona fide service, such as professional, technical, <br /> 49 consultant, managerial services, or for providing bonds or insurance. <br /> 50 <br /> HAWTHORNE ELEMENTARY <br /> SAFE ROUTES TO SCHOOL <br /> FED AID#SRTS-0420(021); COE#3540 SP-37 March 16, 2016 <br />
