EXHIBIT A Essential Features of Regional Center The proposed Regional Center space will provide for a range of sports, entertainment and trade show activities and events such as professional sports (minor league hockey), music concerts, family shows and exhibition sports, trade shows and consumer shows, conferences and conventions, and community events and graduations. The facility will provide for the following uses and capacities: • A professional hockey rink with seating for 8,250 fans (including up to 40 private suites); • This area will be convertible to other sports and entertainment functions, including a concert setting with seating for 10,000 fans, and; • Additional sports and entertainment events will be accommodated in this space; and • Approximately 50,000 square feet of"flat floor" exhibition space. In addition, the facility will contain 15,000 square feet of museum/conference, usual food and novelty concessions, a space for a communication vehicle, a minimum of two truck loading spaces, back-of-house facilities (marshalling, storage and maintenance areas), concourse area, building systems, and normal accessory functions typical of multi-purpose event centers. Collectively, these activities will require construction of a multi-story building containing approximately 275,000 square feet. A second sheet of ice and accessory space for team practice and public skating activities totaling approximately 25-35,000 square feet is also provided. It is anticipated that all buildings and structures existing on the selected site will be demolished, including those designated on historic registers. Public and private utilities will be relocated as necessary, including any existing overhead distribution and transmission lines that would interfere with construction of the Regional Center. -17- INTERLOCAL FINANCING AGREEMENT 200203010080
