It also becomes a critical tool in seeking other sources of funding. Almost all affordable housing is built
using multiple sources of funding. One of the most competitive sources is 9%tax credits administered by the
Washington SI:Itc !lousing Finance Commission. Tax credit awards are made annually on a competitive
basis and there are always far more applications for credits than there are credits available. One of the point
categories upon which applications are scored is for a local funding commitment. Although not yet finalized,
there appears to be almost unanimous support for making an impact fee waiver an allowable source for an
applicant to claim the points in this category. In other words, passing this impact fee waiver will make
Housing Hope. the Everett Housing Authority, Cocoon House, Catholic Community Services, the YWCA,
indeed, all Snolmm ish County applicants and applications more competitive for 9%tax credit awards.
Safe, stable, affordable housing is the foundation upon which better lives are built. Ask any affordable
housing provider in Everett and they will quickly tell you of the people who are doing better because they
had access to affordable housing. Whether it is a formally homeless family who finds shelter and a path
forward through I lousing Hope's College of Hope, or a mentally ill person who finds peace and stability in
Compass I l c a h h housing, or a disabled veteran who can finally begin healing the wounds of war at
Sebastian's 1'1.u.:c. .a ilordable housing is a critical part of their journey.
I urge you to puss C f3 1607-29. Together we can continue creating an Everett full of hope and community for
all.
Best regards,
Mark Smith
