She stated that she is <br /> employed by Cocoon House, and there could be a conflict of interest. <br /> Council Member Franklin left the council chambers at 7:48 p.m. <br /> President Murphy opened a public hearing regarding a proposed <br /> resolution concerning the 2016 Community Development Block Grant <br /> Annual Action Plan and allocations of CDBG, HOME, and 2060 Housing <br /> Trust Funds and amendments to the 2015-2019 Consolidated Plan. <br /> Becky Ableman McCrary, Planning, stated that information that shows a <br /> connection between the CDBG annual action plan and the Everett <br /> Community Streets Initiative program was provided to the Council. <br /> 132 <br />
