Projects <br /> with impacts outside of the SEWIP study area may be compensated for within the <br /> SEWIP study area, consistent with the SEWIP restoration and/or enhancement <br /> goals and objectives. <br /> CONCLUSIONS: the City's SMP as submitted, together with the department's required <br /> changes, is consistent with shorelines management policy contained in RCW 90.58.020; <br /> the provisions of RCW 90.58.090(3) and (4) relating to shorelines and shorelines of state- <br /> wide significance; and RCW 90.58.100 with regard to use of all available information <br /> and required elements of a master program. Through the combined use of existing <br /> regulations such as: <br /> • EMC 19.37.100D—Increased Standard Wetland Buffer Width <br /> • EMC 19.37.100E—Wetland and buffer width enhancement plan for reduced <br /> wetland buffers <br /> • EMC 19.37.110D—Wetland Mitigation Plans <br /> • EMC 19.37.130C — Standard Buffer Width Increase for Streams <br /> • EMC 19.37.130D —Stream and buffer width enhancement plan for reduced <br /> stream buffers <br /> • EMC 19.37.170—Fish and Wildlife Conservation Areas <br /> • EMC 19.37.170A—Habitat Management Plans <br /> and the City's amendments, together with Ecology required changes: <br /> • The Planning Director Interpretation <br /> • SEWIP mitigation regulations <br /> • Site specific buffer requirements <br /> • The Maulsby Mudflats Subarea Plan <br /> • Most protective measures shall apply <br /> the state-wide interest is preserved, while shoreline habitat values will be protected and <br /> enhanced. <br /> RECOMMENDATION: Approve the amendments with the required changes noted <br /> herein. <br />
