The constructed elements of the <br /> proposed project include (Sheet 5): <br /> I 1. Creation of two new channel openings from the wetland to the Snohomish River to increase <br /> tidal energy into the wetland; <br /> 2. Excavation of new tidal distributary channels within the North Wetland Complex; <br /> I 3. Placement of excavation dredge spoils to create habitat berms; <br /> 4. Installation of native shrub and tree species on the new habitat berms; and <br /> 5. Removal of treated wood and plantings along the riverbank. <br /> I <br /> PROVISIONS <br /> I1. NOTIFICATION REQUIREMENT: The Area Habitat Biologist(AHB) listed below shall receive written notification <br /> (FAX or mail) from the person to whom this Hydraulic Project Approval (HPA) is issued (permittee) or the <br /> agent/contractor no less than three working days prior to the start of construction activities. The notification shall <br /> include the permittee's name, project location, starting date for work, and the control number for this HPA. <br /> 2. APPROVED PLANS: Work shall be accomplished per plans and specifications approved by the Washington <br /> Department of Fish and Wildlife entitled RIVERFRONT DEVELOPMENT, NORTH WETLAND COMPLEX and dated <br /> FEBRUARY 2014 except as modified by this Hydraulic Project Approval. A copy of these plans shall be available on <br /> Isite during construction. <br /> 3. TIMING: The project may begin immediately and shall be completed by AUGUST 4, 2019, Provided: ALL IN WATER <br /> WORK ONLY OCCURS FROM JULY 1 TO OCTOBER 15, IN ANY GIVEN YEAR. <br /> I4. Re-vegetation shall be completed no later than APRIL 2017 and shall be monitored through APRIL 2019. <br /> 5. CHANNEL CREATION: The permanent new channels shall, at a minimum, be similar in length, width, depth, <br /> floodplain configuration, and gradient, as the old channels. The new channels shall incorporate fish habitat <br /> ' components, streambed materials, meander configuration, and native or other approved vegetation equivalent to or <br /> greater than that which previously existed in the old channel or per plans. <br /> 6. During construction, the new channel shall be isolated from the flowing stream by plugs at the upstream and <br /> Idownstream ends of the new channel. These plugs shall be substantial enough to prevent flood flows from entering <br /> the new channel during construction. <br /> 7. Before water is diverted into the permanent new channels, approved fish habitat components, streambed materials <br /> Iand bank protection to prevent erosion shall be in place.
