• <br /> ';;;;.:5::-7'4..V.. <br /> • <br /> 'pp- <br /> PLANNING DIRECTOR INTERPRETATION No.13-02 E41/:REIT <br /> Kitchen Definition <br /> • SUBJECT: The City has questions arise about what constitutes a kitchen,as this is a determining factor <br /> in the number of dwelling units in a residential structure. <br /> BACKGROUND I tFORMATION: The City is often asked to rule on what constitutes a kitchen, <br /> either during the building permit application review,or during code enforcement proceedings;when non- <br /> permitted units have been added to residential buildings. This is a critical determination as the number of <br /> kitchens establishes the number of dwelling units within a building,therefore,the residential density <br /> permitted on a property. ' <br /> AUTHORITY: EMC 19.41.040 authorizes the planning director"to promulgate administrative rules, <br /> procedures and interpretations consistent with the terms of this title:" EMC 19.4.020"Zoning Code <br /> definitions,specific"does not define the term"kitchen". This section of the code defines terms used in <br /> the Zoning Code,"which may have a different meaning or connotation than ordinarily associated with <br /> such terms." . <br /> • <br /> ADMINISTRATIVE INTERPRRETATION: Pursuant to the authority granted by EMC 19.41.040 of <br /> the Zoning Code,the following administrative interpretation is made and is establishes defined standards <br /> for what constitutes a kitchen or kitchens in a residential structure. <br /> "Kitchen"means any room(s), used or designed to be used for cooking or the preparation offood and <br /> having provisions available for an installed gas or electric stove or range(microwave is not considered a <br /> range or oven);a kitchen sink(hand sink or utility sink are not to be considered kitchen sinks)and/or <br /> dishwasher;and/or plumbing or standpipes for equipment and facilities normally found in a kitchen.. <br /> Single family dwellings, with the exception of those containing a city approved accessoi y dwelling unit, <br /> shall be limited to one kitchen. A second stove, oven, or kitchen sink shall not be permitted in single- <br /> family dwellings.
