' CITY OF EVERETT PUBLIC WORKS DOCUMENT 00 72 13 <br /> SPECIAL PROVISIONS GENERAL CONDITIONS <br /> ' designee). Any records not countersigned by the Owner or Owner's Representative shall be <br /> excluded from the calculation of payment under this subsection. <br /> ' B. The payments provided for herein shall be full payment for all Work done on a Force Account <br /> basis. The payment shall be deemed to cover all expenses of every nature, kind, and description, <br /> including all Overhead expenses, profit, occupational tax and any other Federal or State revenue <br /> ' acts, premiums on public liability and property damage insurance policies, and for the use of <br /> small tools and equipment for which no rental is allowed. <br /> C. No Contract Claim for Force Account shall be allowed except upon written order by the Owner's <br /> ' Representative for Extra Work prior to the performance of the Extra Work. No Extra Work shall <br /> be construed as Force Account Work that can be measured under the Specifications and paid for <br /> at the unit prices or lump sum named in the Contract. <br /> D. The Owner's Representative shall compute the amount and costs of any Work to be paid by Force <br /> Account, and the amount certified by the Owner's Representative shall be final as provided in <br /> ' 3.2. Owner's Representative. <br /> E. The Contractor's wage,payroll, and cost records pertaining to Work paid for on a Force Account <br /> basis shall be open to inspection or audit as provided in ARTICLE 17. AUDITS. <br /> 9.8 Labor. <br /> ' A. The Owner will reimburse the Contractor for labor and for supervision by foremen dedicated <br /> solely to the particular Force Account item of Work, but not for supervision by general <br /> superintendents or general foremen. The Owner's Representative will compute the labor payment <br /> on the basis of these four factors: <br /> ' 1. Weighted Wage Rate <br /> a. A Weighted Wage Rate shall be computed for each classification of labor used. This <br /> rate shall reflect the Contractor's actual cost. It shall neither exceed what is normally <br /> paid to comparable labor nor fall below the minimum required by 7.1. Wages Of <br /> Employees. If the Owner's Representative authorizes overtime, the Weighted Wage <br /> Rate shall be determined on the same basis. <br /> 1) The Weighted Wage Rate combines: <br /> a) the current basic wage and fringe benefits the Contractor is required and has <br /> agreed to pay, <br /> b) Federal Insurance Compensation(FICA), <br /> c) Federal Unemployment Tax Act(FUTA),and <br /> d) State Unemployment Tax Act(SUTA) <br /> ' 2. Travel Allowance and Subsistence <br /> a. This includes the actual costs of allowances for travel or subsistence paid to employees <br /> in the course of their work on the item. This reimbursement will be made only if such <br /> allowances are required by a regional labor agreement or are normally paid by the <br /> Contractor to comparable labor for performing other work. <br /> 3. Industrial Insurance and Medical Aid Premiums <br /> a. The Owner will reimburse Contractor-paid premiums for Marine Industrial Insurance, <br /> ' for State of Washington Industrial Insurance, and Medical Aid Premiums that become <br /> an obligation of the Contractor and are chargeable to the Force Account Work.
