2309 Baker Ave—R-2 Zone Inspection Notes CE14-0316 <br /> 5/2/2014—complaint from neighbor--illegal rooming house <br /> 5/12/14-Ted Budden and I,Cunningham,inspected the property today with Morgan Dotson who rents the <br /> property from owner,.lames Bride. Morgan Dotson manages what he describes as a clean and sober program at <br /> the property under the name,"M&I Recovery Services—Clean,Safe&Serene". <br /> Issues observed— <br /> • some smoke detectors inoperable <br /> • 4 beds in living room,3 of them rented to tenants <br /> • Deck at rear entry dilapidated <br /> • Rooming House <br /> • Garbage piled in back yard—uncontained <br /> • 13 beds in house <br /> Tenants:currently(7)tenants. All rent is for individuals at cost of$450 per bed—ail rent payments by individual <br /> check.Rent for(3)are paid by programs,1 Compass Health,1 Catholic Community Services,1 HEN Program,and <br /> 4 via Payees controlling the individual's funds. <br /> Borris is the on-site managerthoughDotson said he has not been around for a month. When I first asked <br /> Dotson if Borris is disables,he said,no.Later he said Borris is a recovering addict. <br /> Getting into the house: <br /> • Applicants are referred by trusted source or government <br /> • Applications are reviewed by Dotson and Borris. <br /> • Applicants must agree to terms(see RULES),pass a UA,be active in a program,and attend family <br /> meetings <br /> • UA's and Breathalyzer continued at random <br /> Rules: <br /> • No locks any doors <br /> • Participation and consideration for Family—meetings lx weekly <br /> • Attend 2 recovery meetings a week <br /> • All tenants are recovering drug or alcohol <br /> Rules Enforced... How ejected or get out of house" <br /> • Any possession of drugs is immediate expulsion <br /> • Self-disclosure,or other minor are handled with Managers Incident Report and Stipulated Order <br /> • People are usually give 3 chances so long as they are not too bad <br /> • All tenants are encouraged to get their own place after 1 year.Dotson sees the process at this residence <br /> as a Training Ground for the tenants—something he is hoping the college will support <br /> • Current length of stay for current 7:In MONTHS:8,4,3,3,2,1. The longest was Borris with 8 months. <br />
