April 23, 2014 <br /> PUBLIC HEARING: <br /> Council Vice President Bader opened a public hearing regarding Council <br /> Bill No. 1404-19, a proposed ordinance authorizing a pilot project for <br /> micro-housing for Trinity Lutheran College students. <br /> Allan Giffen, Planning, gave a brief overview of the proposed ordinance. <br /> He addressed the issue brought forward by Council Member Gipson <br /> regarding noise impact from the Austin Bar and Grill, which is adjacent to <br /> the proposed housing site. He stated that the Noise Ordinance for the B- <br /> 3 Zone does not require a night time reduction of noise. He distributed <br /> proposed language to be added to Section 2.2 and 2.9 of the ordinance <br /> requiring confirmation of exclusive use of the building for student housing <br /> and the establishment of a new off-street parking standard in the event a <br /> new use of the building is proposed. He addressed a question about <br /> micro-housing as a form of housing in the city and whether or not it is a <br /> desirable alternative. He stated that the ordinance already requires an <br /> evaluation of micro-housing as a housing type by January 2017, or within <br /> one year of occupancy of this building, whichever occurs later. <br /> Kathy Raines, President/CEO, Footprint Investments, gave a brief <br /> presentation regarding their micro-housing developments in other <br /> communities and their partnership with Trinity Lutheran College. <br /> John Reed, President, Trinity Lutheran College, spoke regarding the need <br /> for additional student housing. He confirmed Trinity's commitment to the <br /> proposed project and the city of Everett. <br /> Pat Cisneros, Everett Community College, spoke in support of the <br /> proposed ordinance. <br /> Ryan Lindley, Everett; Doug Lee, Associate Pastor, Gospel Light Church; <br /> and Mitch Cogdill, Attorney representing Austin Bar and Grill, expressed <br /> concern regarding the lack of on-street parking. <br /> Moved by Council Member Roberts, seconded by Council Member <br /> Murphy to close the public hearing. <br /> 107 <br />
