administrative requirements as set forth at Section II-A of this Loan <br /> Agreement. <br /> b. All procurement contracts financed in part or in whole with funds under <br /> this Loan Agreement shall contain insurance provisions that at a minimum <br /> are equal to those insurance provisions contained in SUB-GRANTEE <br /> GENERAL CONDITIONS--General Conditions Construction Contracts <br /> Assisted Under the City of Everett as those provisions may be amended <br /> from time to time. <br /> c. Bid procedures and bid documents must be approved by the City prior to <br /> award of any contracts for construction services for capital improvements <br /> financed in whole or in part under this Loan Agreement, which approval <br /> will not be unreasonably withheld. <br /> d. Procurement contracts funded under this Loan Agreement are subject to <br /> the requirements of Section 3 of the HUD Act of 1968, as amended, as <br /> referenced at Section II-H of this Loan Agreement. <br /> e. For any procurement contracts funded under this Loan Agreement, the <br /> Agency shall comply with the Equal Opportunity requirements referenced <br /> at Section II-I of this Loan Agreement. <br /> f. The Agency agrees that it will incorporate into every procurement contract <br /> funded under this Loan Agreement substantially the following provision: <br /> Records: The Contractor agrees to provide duly authorized <br /> representatives of the Agency, Snohomish County, and federal and state <br /> agencies access to any books, documents, papers, and records of the <br /> Contractor which are pertinent to contract performance for the purpose of <br /> making audit examination, excerpts, and transcriptions. <br /> 2. The Agency shall procure all materials, property, supplies, or services in <br /> accordance with the requirements in the City of Everett Purchasing <br /> Guidelines and the Snohomish County Environmentally Preferable <br /> Purchasing and Product Utilization Policies. <br /> R. Labor Standards <br /> 1. Any contract for the construction (rehabilitation or new construction) of <br /> affordable housing with twelve (12) or more HOME Program assisted units, <br /> must contain a provision requiring that Project construction contractors and <br /> subcontractors pay their laborers and mechanics at wage rates not less than <br /> the wages prevailing on similar construction in the locality, as predetermined <br /> by the Secretary of Labor pursuant to the Davis-Bacon Act (40 U.S.C. §§ 327- <br /> 332).
