a. Equal Opportunity and Fair Housing marketing plan; <br /> b. Records demonstrating that the units meet or will meet all applicable <br /> property standards; <br /> c. Certification that no layering of federal funds has occurred or will occur <br /> other than the existing Project-Based Voucher contract for the property; <br /> d. Records showing compliance with relocation requirements to date; <br /> e. Conflict of interest statement; <br /> f. Evidence of flood insurance, if required; <br /> g. Evidence that neither the Agency nor any contractor, subcontractor, agent, <br /> representative, or consultant working on the Project is debarred or <br /> suspended from participation in federal programs; and <br /> h. Final itemized development and operating budgets for the Project. <br /> C. Budget Revisions and Other Adjustments <br /> 1. The City reserves the right to reduce the amount of the Project Budget <br /> established by this Loan Agreement if the Agency is not undertaking the <br /> Project activity at a level consistent with the terms and conditions, including <br /> but not limited to Exhibit A, of this Loan Agreement. In addition, the City <br /> reserves the right to withhold payments pending delivery of Project reports or <br /> documents as may be required under this Loan Agreement. <br /> 2. All disbursements under this Loan Agreement shall be subject to audit and <br /> recovery of disallowed costs. <br /> 3. The Agency shall submit to the City a written request for approval of revisions <br /> to the Project Budget using a budget revision form provided by the County. <br /> Written budget revision approval must be received by the City before <br /> incurring any expenditures or obligations against the revised Project Budget. <br /> a. Any proposed change to the Project Budget that is less than ten percent <br /> (10%) of the total HOME Agreement amount can be requested using a <br /> Budget Revision form provided by the County. <br /> b.
